Contract Title: Procurement of Construction of Solar pump irrigation project (SSI) in Adi dearo woreda, Construction of Engoila electrical pump irrigation in Asgede Woreda, Construction of Mai-Sheck electrical pump irrigation in Asgede Woreda, Construction of Mai-Creacher electrical pump irrigation in Woreda.

The Tigray Agriculture and Natural Resource Bureau has received a Grant from the World Bank towards the cost of the Development Response to Displacement Impact Project (DRDIP-II) and intends to apply part of the proceeds to payments under the contract for the construction of electrical pump Irrigation and solar pump irrigation Project.

1. Procurement Details (Lots):

Bidding is conducted for the following lots. Each lot has distinct procurement reference numbers, timelines, and requirements. Bidders may submit a bid for one or both lots.

2. Procurement Method:

Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers/Grants" Fifth Edition, September 2023, and is open to all eligible bidders as specified in the procurement Regulations.

3. Eligibility and Qualification Requirements:

Tigray Agriculture and Natural Resource Bureau invites sealed bids from eligible and qualified bidders (Contractors) fulfilling the following mandatory requirements:

a) Renewed trade license for the 2018 Ethiopian fiscal year from the Ministry of Water and Irrigation and Energy, from Bureau of Water and Energy and the relevant professional practice certificate as detailed in the above table.

b) Copies of valid VAT registration certificate and TIN number.

c) Valid Tax Clearance Certificate proving eligibility to participate in public bids, valid at least until the bid submission deadline.

d) The trade license Must possess Water Works Construction (WWC)/(GWWC)

4. Purchase of Bidding Documents:

Interested eligible bidders may inspect the bidding documents and obtain further information from the address below during office hours (8:30 A.M to 5:00 P.M).

The bidding document for each lot may be purchased separately upon submission of a written request and payment of a non-refundable feeof ETB 1,000.00 per lot. Payment should be made to the following Commercial Bank of Ethiopia (CBE) account: 10005390356558

5. Bid Validity:

Bids for each lot must be valid for a period of Sixty (60) days after the respective bid opening date. Each bid must be accompanied by a Bid Security for the amount specified in the table above, in the form of an unconditional Bank Guarantee or Cashier's Payment Order (CPO), valid for 28 days beyond the bid validity period.

6. Submission of Bids:

Sealed bids for each lot must be delivered to the address below on or before the respective closing date and time indicated in the table. Bids must include one original and two copies of the technical and financial proposals, sealed separately and enclosed in one outer envelope as per the Bid Data Sheet. The outer envelope must be clearly marked with the applicable Procurement reference Number and Lot Title.

7. Bid Opening:

Bids will be opened publicly in the presence of bidders' representatives who choose to attend, immediately after the respective closing times at the address below.

8. Electronie Bidding:

Electronic bidding will not be permitted. Late bids will be rejected.

9. Employer's Rights:

The Bureau reserves the right to accept or reject any or all bids, to annul the bidding process, and to reject all bids at any time prior to contract award, without incurring any liability to the bidders.
