INVITATION FOR INTERNATIONAL COMPETITIVE BID (ICB)

Subject: Construction of 230 KV Power Transmission & Substation Projects

1. Introduction:

Tegoga Cement Factory Share Company (The Employer) hereby invites eligible and qualified international bidders for the Procurement of Plant Design, Supply, Construction, Installation, Testing, and Commissioning of the following project on an EPC Turnkey Basis:

• Lot 1: 230 KV Double Circuit Transmission Line (9 km Length).
• Lot 2: New 230KV/10KV Power Supply Substation, equipped with 2x45MVA, 50Hz transformers, including all Incoming and Outgoing switchgears/feeders and auxiliary systems.

1. Scope of Work:

The successful bidder will be responsible for the complete execution of the project, including surveying, design, manufacturing, supply of materials, transportation to site, construction, installation, testing, and commissioning to ensure a fully functional power supply system.

1. Eligibility & Qualification:

Bidders must demonstrate international experience in high-voltage power projects. Mandatory requirements include:

• Valid and renewed Business License from the country of origin.
• Professional Competency Certificates for High-Voltage (230KV and above) works.
• VAT Registration (where applicable).
• Proven track record of completing at least two similar EPC projects in the last Six years.

1. Instructions to Bidders (ITB):

Specific evaluation criteria (Technical and Financial), project timelines, and compliance rules are detailed in the Instructions to Bidders (ITB) section of the Bidding Document. Bidders are strictly advised to adhere to these instructions.

1. Bid Security:

Bidders must provide a Bid Security (Bid Bond) of 2% of the total price in the form of an Unconditional Bank Guarantee or CPO from a reputable international bank or a local bank counter-guaranteed by a reputable international bank.

1. Bidding Document:

A complete set of bidding documents can be purchased by interested bidders starting from July 22, 2026 upon payment of a non-refundable fee of 50 USD (Fifty USD) or the equivalent amount in Ethiopian Birr.

All detail Transmission, substation, civil and Bid documents processed as per Ethiopian Electric Power (EEP) standard can be collected from our Head Office Mekelle, Tigray Ethiopia.

Location: Mekelle, Adi-Haqi, in front of Dedebit Microfinance, Weyzer Building, Ground Floor.

1. Mandatory Site Visit:

Bidders are required to conduct a physical site visit to the project location (Mekelle and surrounding area) to assess ground conditions and technical logistics.

1. Bid Submission, Closing & Opening:

• Bidders must submit their bid documents in wax-sealed envelopes to the address mentioned above.
• Bids must be delivered on or before September 04, 2026, at 4:00 AM Local Time.
• Bids will be opened on the same day, September 04, 2026, at 4:30 AM in the presence of bidders or their authorized representatives at the Head Office.
