1. The Tigray, Bureau of Agriculture and Natural Resources - Food System Resilience Program (FSRP) intends to procure the following items:

1.1.Lot-01: Tractor, Disc Plow, Disc Harrow

1.2. Lot-02: Thresher

2. Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) procedures as specified in the World Bank's Procurement Regulations for Investment Project Financing (IPF) Borrowers as indicated in "Procurement in Investment Project Financing, Goods, Works, Non-Consulting, and Consulting Services', Sixth Edition, February 2025, and the World Bank's 'Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants', revised as of July 1, 2016 all eligible bidders as defined in the procurement regulation.

3. A complete set of bidding documents in English may be purchased by interested eligible bidders up on the submission of the written application to the address below and upon payment of non-refundable fee of Birr 1000.00 (One thousand birr). The method of payment should be via bank transfer through Tigray, Bureau of Agriculture and Natural Resources, bank account number 1000539035658 for the beneficiary of the bureau, Procurement Department starting from Megabit 04/2018 EFY during working days from Office number 12.

4. Bidders shall fulfill the following criteria;

a) Renewed Trade license for the year 2018 EFY, the license should be indicating the stream of business in which the bidder is engaged;

b) TIN and VAT Registration Certificate;

c) Manufacturing Authorization ISO certificate

d) Letter of Authorized signature (Power of Attorney)

e) Suppliers Registration certificate or list

f) Audited Financial Statement

g) Documentary Evidence for similar experience

h) Joint venture agreement (intent), if applicable

i) All bids must be accompanied by a bid security of Ethiopian Birr 200,000.00 (Two hundred thousand birr) in freely convertible currency in the form of an unconditional bank guarantee or CPO

j) In addition to the original of the Bid, the number of copies is: Technical None; Financial One copy. (L.e. Technical Proposal: only One (1) original; Financial Proposal: One (1) original and one (1) copy;

k) The bid shall be closed on Miazia 05. 2018 EFY at 4:00 LT in the morning and will be opened on the same date at 4:30 LT in the morning before the bidders.
