1. The Ethiopian Agricultural Transformation Institute (ATI) has received funds from the Agence FraniOise de Development (The French Develop anent Agency) and die European Union towards the cost of FARM Project. It is intended that pat of the proceeds of t6se funds will be applied to eligible payments under the, contract for the Supply and Delivery of Tomato and Onion Seed (Open Pollinated)

2. The Ethiopian Agricultural Transformation Institute (ATI) now invites sealed bids from eligible bidders for the procurement of Supply and Delivery of Tomato and Onion Seeds (Open Pollinated) ("the Goods").

3. Interested eligible bidders may obtain further information from and inspect the Bidding Documents at the head office of Senior Operation Director, Ethiopian Agricultural Transformation Institute (ATI), head office: Procurement Director Office, 3rd floor. Bole, off Meskel Flower Road/Behind Mega Building – Across commercial Graduates Association, Tel. A-251-115 -570678/85 or cell phone +251911-660518/ 251911-646029, Fax + 251-115 570668; E-mail: [email protected] , and below mentioned address and inspect the Bidding Documents between the hours of 8:30 am of 13 June 2025, and 2:00 pm of July 2, 2025.

4. A complete set of Bidding Documents may be purchased by interested bidders on the submission of a written application to the above and upon payment of a non-refundable fee of Ethiopian Birr 500 (ETB Five Hundred only). The method of payment will be in Cash. The cash sum must be deposited at the Commercial Bank of Ethiopia in the name of the Agricultural Transformation Institute in the Account No: 1000659472698 and the application letter and cash deposit receipt must be submitted to the finance department in order to participate in this bid.

5. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the Agence Francaise de Developpement's Bidding Documents for Procurement of Goods.

6. Bids must be delivered to the office below on or before 2:00 pm on June 2, 2025, and must be accompanied by a bid security of ETB 60,000.00(ETB one Sixty Thousand only) in the form of CPO or Bank Guarantee.

7. Bids will be opened in public and in the presence of bidders' representatives viibo choose to attend at 2:30 pm July 2, 2025, at the offices of Ethiopian Agricultural Transibrmation Institute (ATI) Tigray Agricultural Transformation Centre (TATC) Senior Operation Director Office, 3rd floor. 8. Qualification criteria are as follows: bidder should submit a copy of renewed Trade License, import permit from ministry of agriculture, VAT Registration certificate, tax clearance certificate, Public Procurement and Property Authority (PPPA) supplier registration certificate, Import authorization letter and TIN certificate with their technical proposal.

9. Eligibility criteria to AFD financing are specified in sub-clause 1.3 of the "Procuiftent Guidelines for AFD Finamed Contracts in Foreign Countries" available online on AFD's website: http://www.afdfr . Additional details are provided in the Bidding Documents.

10. ATI reserves the right to accept or, reject any bid, and to cancel the procurement process and reject all bids at any time without thereby incurring any liability to the affected applicants or any obligation to inform the affected applicants of the ground for ATI's action.
