Outsourcing Security Guard Service

Introduction

Action Against Hunger (ACF) is an International, Non-Governmental humanitarian Organization that takes decisive action against the causes and effects of hunger through implementing relief and development programs in different regions of Ethiopia since 1985. Action Against Hunger has registered with the Federal Democratic Republic of Ethiopia, Charity and Society Agency under registration No. 0032. Currently Action Against Hunger operating in the below listed operational areas in the country:

· Addis Ababa Coordination Office

· Assosa Assosa town

· Amhara Sekota and Bahir Dar

· Borena Yabello, Mega, Teltelle and Moyale

· Gambella Gambella and Puiyndo

· Hararghe Harar, Girawa and Bedeno

· Somali - Gode

· Tigray - AbiAdi and Yichila

· Wollega Gimbi, Medi and DembiDollo

Currently, Action Against Hunger is planning to outsource the security guard service for the above- mentioned operational areas and pleased to invite all eligible interested & experienced service providers who fulfilled the requested requirements

List of Hard Requirements

· Licensing and Accreditation: Security providers must be properly licensed and accredited by relevant authorities to operate legally.

· Adherence to national standards: Providers should comply with the country standards which outline principles of ethical and responsible conduct.

· Insurance and Liability Coverage: Adequste insurance coverage for liability including personal injury and property damage is essential.

· Background cheeks and vetting: Comprehensive background checks and vetting of all security personnel to ensure they have no history of human rights abuse and criminal activities.

· Training and competency: Security personnel must be adequately trained in areas such us conflict sensitivity and human rights.

· Clear Contractual Terms: Detailed contracts outlining the scope of the services, performance standards, and accountability measures.

· Monitoring and Reporting: Regular monitoring and reporting mechanisms to ensure compliance with contractual obligations and ethical standards.

· Cultural and Contextual Awareness: Security personnel should be trained to understand and respect the local culture and context in which Action Against Hunger operates.

The purpose of this CALL FOR TENDER is to solicit proposals from qualified security service providers to provide security guard services for Action Against Hunger a humanitarian-based office. The

selected provider will ensure the safety and security of our staff, visitors, premises and property.

Scope of Work (Service Required)

The security service provider will be responsible for the following:

· Providing a reasonable number of security guards for all operational site shifts per day.

· Duties include access control, patrolling, monitoring security systems, and emergency response.

· Ensuring all guards are trained and equipped (without a gun machine) to handle security incidents.

Duration of Contract

The contract will be for a period of one year with an option to renew yearly basis. Proposal

Requirements and Company Information

Proposals must include the following information:

· Company background and history.

· Experience in providing security services, particularly for humanitarian organizations.

· Qualifications and certifications.

· Staffing Plan

· Cost Proposal

· Provide at least three references from previous clients, preferably from similar sectors.

Evaluation Criteria

· Experience and Qualifications: Weight given to the company's experience and the qualifications of their personnel.

· Cost: Evaluation of the cost proposal.

· Service Approach: Assessment of the proposed approach to providing security services.

· References: Feedback from provided references.

Finalist Proposer(s) may be invited to present their solution to Action Against Hunger.

Submission Guidelines

Deadline

· Proposals must be submitted by 2nd Nov. 2024.

· The complete bid documents are free of charge & available at Action Against Hunger office located at Airport Road, behind DH Geda Tower or around Chaka buna. Bidders can find documents during office working hours (8:00am to 5:00pm).

· Completed bid must be in a sealed envelope clearly marked by 'Bidders name, Address, legal stamps and signature

· Applicants shall submit their sealed bid documents that contain company profile, Administrative, technical and financial proposals to Action Against Hunger address mentioned above on or before 2nd Nov., 2024.

Action Against Hunger reserve the rights to reject all or part of the bids
