6. Contract Description:
This contract pertains to a consultancy service to strengthen civil society and victim associations' engagement in Transitional Justice process. The consultant will:
O Assist ACSOT in Developing a Monitoring Tool for Transitional Justice (TJ) process.
O Facilitate six public dialogue sessions across Shire, Mekelle, Axum, Abi Adi, Maichew, and Adigrat.
O Provide a two-day training for 30 media professionals in Wukro on victim-centered TJ reporting.
O Support six newly established Victim Associations in preparing operational manuals (HR, Finance, Procurement, Safeguarding, Inclusion, Communication, Program Management).
7. Deliverables include the TJ Monitoring Tool, 6 dialogue session reports, training materials and report, and finalized operational manuals.
8. Legal Basis and Eligibility:
Consulting firms or individual consultants with renewed licenses and registered for VAT are eligible to participate.
9. Implementation Period: Four months (March - June 2026).
10. Maximum Available budget: ETB 317,403.5
11. Selection Criteria: Technical and Financial offers (70% technical, 30% financial).
12. Deadline for Submission of Tenders: Feb 9, 2026, at 3:00 PM.
13. Tender Opening Session: Feb 9, 2026, at 3:30 PM.at ACSOT Mekelle office.
14. Operational Language: English.
