Tigray Water and Energy Bureau through the government of Ethiopia has received (a Grant) from African Development Fund (ADF) hereinafter called the Bank toward the cost of the Multi-Sectorial Approach Stunting Reduction Project (MASREP), and intends to apply part of the proceeds toward payments under the contract for: - Procurement of Civil Works Construction, Supply and installation of Pipes & fittings and Electro-Mechanical Equipment for Daero- Hafash Water Supply Project.

The bureau now invites sealed Bids from eligible and qualified bidders (contractors) Having VAT certificate, VAT declaration for the month of September 2023, TIN No, renewed business license valid for 2023-2024, and valid and renewed ap- appropriate water works registration certificate from Ministry of Water, and Energy or Regional Water & Energy Bureau.

  1. Bidding will be conducted through Open Competitive Bidding National procedures as specified in the Bank's Procurement Framework for Bank Funded Operations dated October 2015 and is open to all eligible Bidders as defined in the Procurement Framework.
  2. Interested eligible Bidders may obtain further information from Tigray Water & Energy-Bureau, Tell 09 20 32 60 84/09 14 72 37 53, and inspect the bidding document during office hours [8:00 AM to 5:00 PM] at the address given below.
  3. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of birr 500.00. The method of payment will be in cash.
  4. All Bids must be valid for a period of Ninety (90) days after Bid opening and must be accompanied by a bid security of birr ETB 500,000 in the form of unconditional Bank Guarantee, or CPO and they shall be delivered to the above office on or before bid closing date at 9:00 A.m. Feb 12/2024.
  5. Bids must be delivered to the address below; bidders should offer one original and two Copies of technical and financial proposals sealed in one envelop as specified in the bidding documents to be provided.
  6. Bids shall be opened at 9:00 A.m. Feb 12, 2024, in the presence of the bidders or their representatives who wish to attend.
  7. Electronic bidding will not be permitted. Late bids will be rejected
  8. The Bureau reserves the right to accept or reject all or parts of the bid.
