Request for Quotation /Direct, Shopping for an External Auditor for DISDA and HOPE-Ethiopia Project Audit service

Brief Bid Description and Auditors Eligibility/Requirements:

Dera and its Surroundings and Development Association (DISDA) is a non-government, non- partisan entity mass based societies association and It is non-profit association with committed members and many natural leader farmers inclusively to ensure that government affairs are conducted in a transparent, accountable and participatory manner. DISDA has registered as per the context and the proclamation no. 327/2019 article 49/3a of the regional constitution has got registration certificate from Tigray bureau of justice on 20/09/2024 and pursuing the development programs mainly engaged in basic, social, cultural and infrastructure services. The rationale for the establishment of DISDA is to play its role to improving the lives of communities through various sustainable development projects by focusing on education, healthcare, agriculture, and more to create a positive impact.

For almost 1 year DISDA has implemented various lifesaving activities, addressed food items for peoples who have been under difficult circumstances, supplementary food items like powder milk for malnourished children and helping women those who suffered due to the war escalated in 2023 in Tigray collaboration HOPE International Development Agency. Consequently, we would like to conduct an external audit service for DISDA over all activities and for the project of HOPE -Ethiopia on Project "Emergency Relief Nutritional Food Package Assistance! "For: Drought Affected Vulnerable Community and would like to conduct an external audit service for the DISDA and HOPE -Ethiopia project Folders in the duration of September 2023 to December 2024 as per the DISDA and HOPE-Ethiopia system demands. Thus, DISDA invites all eligible external auditors which fulfill our needs as per the mandatory (Auditors duly accompanied) requirements hereunder:

1. Auditing license from Accounting and Auditing Board of Tigray/Ethiopia (AABE)

2. Copy of renewed and relevant business license.

3. Copy of the TIN, VAT or TOT registration certification (other which demands so)

4. The tender documents marked clearly, auditors name, address and legal stamp of the auditor and submit in sealed and separate envelope to the DISDA head office, located at the New Building of Mums for Mums in front of Head office, -Sub city near to Save the Children International.

5. Bid documents can be obtained from our office from December 17, 2024 starting from 2:30 LT until December 21, 2024, 10:00 LT

6. Bids will be opened on December 23, 2024, at 10:00 LT in the presence of auditors' or their legal representatives in our office.

7. DISDA is reserved about the right to fully or partially accept or reject the whole or part of any or all bids if better options are availed.

8. Once the audit winner is identified, it must be the lowest bidder and the highest  qualified bidder. The winner shall sign the contract within one day after being determined. The winner shall audit and submit within 5 consecutive days after the contract is signed. The winner should be summit the 2 hard copies (printed) forms with signature and stamp.

9. The payment should be given after the auditors finished the auditing and in addition an auditor found to be acting of any unlawfull or outside the procedure during the audit time shall be held liable without any conditions.

10. The auditor must appear and explain when asked by the relevant authority.

11. You can pick it up from our office for a non-refundable fee of 200 birr per document.

Accordingly, DISDA invites interested and relevant auditors to submit their bid for the audit services described in the three respective years specified and attached herewith.
