Procurement of Design, Supply, Installation, Configuration, Training, Commissioning, and Testing of a Storage, Server and Network Distribution Centers for Raya University on Turnkey Basis

The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the following cash-flow requirement:

The bidder must submit an unconditional credit guarantee from known bank with an amount of 200,000,000ETB

Submission of audited balance sheets and other financial statements as required in the BDS Clause 15.2(b), for the last years to demonstrate the current soundness of the Bidder's financial position and its prospective long term profitability

The bidder must submit the most recent three consecutive years audited financial statement by an independent auditor. NB Auditors legal document shall be attached

No conflict of interest as described in ITB Clause 6.

Having been submitted valid trade license or business organization registration certificate issued by the country of establishment in accordance with ITB Clause 4.6

Having been submitted VAT registration certificate issued by the tax authority (in case of contract value of Birr 100,000.00 and above) in accordance with ITB Clause 4.6.

Having been submitted valid tax clearance certificate issued by the tax authority (Domestic Bidders Only) in accordance with ITB Clause 4.6

Technical Manager with minimum B.Sc./B.A. degree, ≥2 years project management experience, and at least one PMP or security, or association level Certification (valid i.e expired certificates will not be considered)

Project Manager with minimum B.Sc./B.A. degree, ≥3 years project management experience, and at least one PMP or security, or association level Certification (valid i.e expired certificates will not be considered)

The proposed solution must integrate all ICT systems including network infrastructure, Network distribution center, LAN/WLAN, ensuring full interoperability. All specifications mentioned are treated as mandatory criteria and shall be defined in the detailed proposal.

The proposed system must include all accessories, cabling, and civil works necessary for full functionality. A confirmation letter must be attached

Bidder has to submit Certificates of satisfactory execution of contracts provided by contracting parties to the contracts successfully completed in the period and budget as specified in the BDS Clause 16.3

At least three (3) successfully completed reference projects in Network distribution center or LAN/WLAN, or similar ICT related projects in Ethiopia. With project cost of minimum 40,000,000 Birr and with the total sum of 120,000,000.00 ETB

Datasheets and Compliance tables for all equipment (will be verified from the OEM website) shall be submitted

All system components must comply with recognized international standards (ISO/IEC or IEEE or TIA/EIA, etc.) submit certificate

Bidders must conduct a site survey and submit detailed high-level design and implementation plans covering the full solution scope. NB: site survey must be conducted from Monday 08-12 /06/2026 G.C

The vendor proposed by the bidder for network and infrastructure solutions must be a leader in Gartner’s Magic Quadrant (2024/2025) for Enterprise Wired/Wireless LAN and Network distribution center switch. Confirmation letter of the manufacturer must be attached to the official email address of [email protected] or [email protected]

Bidder has to submit Description of the organization of the warranty offered in accordance with the conditions laid down in GCC Clause 23

All offered hardware and software must include a minimum three (3) years warranty, support, and service (repair and replace). A confirmation letter from the manufacturer or bidder shall be submitted.

Bidder responsible for generating and submitting all documentation for design, installation, commissioning, testing, and acceptance.

Factory/abroad training specified in the package or Bill of quantity shall be given immediately after the project agreement is signed and letter of confirmation from the manufacturer or bidder shall be submitted

Bidder has to submit Manufacturer Authorization Letter in accordance with ITB Clause 5.6

The bidder must submit MAF that addresses all system parts and subcomponents must be original and not refurbished or nearing End-of-Life/End-of-Support.
