INVITATION TO BID
Ethiopian Catholic Church-Social and Development Commission Adigrat Branch /ECC-SDCOAdB/- Multisectoral support for Sites of IDPs in Adigrat, Easter, Tigray Project invites potential bidders for construction and maintenance of wash works in Eastern Zone, Adigrat Town, Sites of IDPs Namely Old airport, Maida-Agame, Agi- Azi and Commission of Tigray, National Regional State. Any eligible and qualified contracting firm/bidder ulfilling the following minimum criteria should get bid documents from ECC-SDCOAdB Adigrat main office Procurement Section from 13/02/2026 to 23/02/2026G.C up on payment of none re-fundable Birr 500.00 during working hours of the office.

a. The bidder should fulfill all the minimum criteria stated in the TOR for participation in the bid process.
b. The bidder should secure a bid bond only through CPO 3% from recognized bank for the Cumulative bid value including VAT. Pledging cash or other assets as a bid bond not allowed.
c. The bidder should prepare and returned back full document, both the technical and financial proposals with detail information required as stated in the TOR. Biding through own document is not allowed the given Bid forms should not be retyped or redrafted/.
d. The bidder should put each set of Technical Documents, Financial Documents and CPO in three separate envelopes sealed and stamped marking as "original", "copy" & "CPO".
e. Changes to the specifications, bid modifications and withdrawals (if any), will be announced by written notice by ECC-SDCOAdB and the modifications will be forwarded to all Contractors/firms to whom documents have been submitted.
f. Each bidder will submit only one bid. A bidder that submits bid document more than once either himself/herself or as a partner in a joint venture will be automatically disqualified from the bid competition.
g. Any bid, submitted with incorrect information will be liable for rejection and the bidder may be prohibited from participation in the future other ECC-SDCOAdB tendering processes.
h. Once the Bid submitted in sealed cover by the bidder, the office will not accept any addition/alterations/ deletions of the Bid.
i. The price quoted shall be filled in Ethiopian Birr including taxes, all labor, materials, tools, equipment and other costs necessary to fully complete the work as set forth in the BOQ Specification.
j. The bidder shall bear all costs associated with the preparation and submission of his/her bid. ECC-SDCOAdB will in no single case, be responsible or liable for those costs regardless of the conduct or outcome of the bidding process.
k. Bids must be submitted on 23/02/2026 G.C between 9:30-10:00 Am (morning 3:30-4:00 local time) only to the prepared bid box in ECC-SDCOAdB main office in Adigrat. Late bids will be rejected

The Bid will be officially closed on 23/02/2026 G.C at 10:01Am (L.T 4:01 morning) in the presence of interested bidders or their representatives who choose to attend and ECC-SDCOAdB concerned committee. m. Bids will be opened on 23/02/2026 G.C at 10:30 Am (4:30 local time morning) in venue of ECC-SDCOADB Hall in the presence of bidders or their legal representatives and ECC-SDCOAdB concerned committee.
n. ECC-SDCOAdB reserves the right to reject partially and/or completely this bid at any level of bid processing if another better alternative is available.
