1. Background of the Public Body
The Tigray Roads Authority (TRA), through the Ethiopia Rural Connectivity for Food Security Program (RCFSP) financed by IDA Grant
No. E308-ET, invites eligible contractors to submit their bid offer for the works of Construction Road Maintenance in eight wereds listed her in below in table one.
2. Scope of works
The Construction Road Maintenance includes:
- Spot repair gravel road (selected material)
- Ditch Cleaning (Manual)
- Ditch Cleaning (Machine)
- Repair Erosion Damage (Selected fill)
- Mortared Masonry Repair
- Dry Masonry Repair
- Bush Clearing
- Blade gravel road (heavy)
- Gravel Provision-selected material (Extra - over)
- Gravel Resurfacing (Selected Material)
- Gravel Cleaning
The works are to be provided for one (1) package among the following ten (10) packages located in the Tigray Region listed in table (1)

3. Requirements
Bidders must fulfill the following requirements:
- Renewed Trade/Business License for the year 2018 E.C. from authorized bodies;
- Tax registration Certificate (TIN)
- Valid VAT Registration Certificate;
- Recent VAT declaration Certificate
- Valid Tax Clearance Certificate issued by the Inland Revenue Authority, permitting participation in public tenders at the deadline for bid submission;
- GC-4 or RC-4 and below road and bridge Construction License, renewed for at least 2018 E.C. from authorized bodies;
- Renewed Suppliers Registration Certificate for the year of 2018 E.C, or register for suppliers under the Procurement and Property Administration Agency (PPPAA).
- Construction Period 120 days.
4. Bid Security
All bids must be furnished the amount in the above listed table a Bid Security for each package in the form of Cash payment order (CPO) or Unconditional Bank Guarantee issued by a recognized financial institution, valid for at least 60 +28 calendar days.
5. Submission and Opening
- Bidding will be conducted in accordance with the National Competitive Bidding (NCB) procedures.
- Interested and eligible bidders may obtain further information and inspect the bidding documents at the address below during working hours.
- > A complete set of bidding documents may be purchased by issuance payment of a non-refundable fee of ETB 2,500.00 (Two Thousand Five Hundred Ethiopian Birr) from TRA finance directorate 4th floor.
- Bidders should have submitted one original plus Two Copies of Technical Qualification Document clearly marked as "Original" and "Copy", All envelopes of technical containing the original and the shall be sealed in another outer envelope Clearly marked Technical. And one original plus Two Copies Financial Bid clearly marked as "Original" and "Copy" and finally all envelopes containing the original and the copies of financial shall be sealed in another outer envelope clearly marked Financial.
- Multiple package awards and multiple bid submission form one
- Bidder in different packages is not permitted
- The deadline for Bid submission is must to be delivered to Tigray Road Authority 4th floor room No 8 on or before 20/5/2018 Local time 3:30 am before noon.
- Late bids will be rejected.
- Bids will be opened in the presence of bidders or their authorized representatives who choose to attend at 20/5/2018 Local time 4:00 am before noon.
- The deadline for any questions and/or clarifications is:- before Less than five days prior to the dead line of bid submission until 13/5/2018 Local time 11:30 pm in Working hours.
- Failure to submit any part of the above documents may result in rejection of the bidder's proposal.
