INVITATION TO BID

Catholic Caritas Ethiopia - Adigrat (CCE-Adigrat) invites qualified, legally registered consultancy firms with relevant expertise to submit applications for conducting and developing a context-specific Gender Operational Strategy. The objective of this consultancy service is to develop a comprehensive, applicable, evidence-based Gender Operational Strategy for Catholic Caritas Ethiopia-Adigrat that enables the organization to systematically integrate gender equality and social inclusion in to the organizational operations and programmatic interventions.

Any interested and legally registered consultancy firm fulfilling the following minimum criteria should get bid documents from CCE-Adigrat main office, Procurement Section starting from 22/10/2026 to 29/10/2026 G.C up on payment of none re-fundable Birr 200.00 during working hours of the Office.

Information /required documents from a consultancy firm/ the bidder

1. Non-returnable copies of relevant license renewed for 2018/2019 E.C, VAT registration certificate and TIN.

2. Submit other nun-returnable copies of documents specified in the TOR

3. A detailed technical proposal: demonstrating contents, methodology and approach how to carry out the assignment, feasibility of the proposal and time schedule of activities.

4. Financial proposal: applicant firm shall submit a financial proposal with a reasonable estimate, indicating the basis for the calculation of fees (use our price quotation inquiry form attached).

5. The required documents, including the technical proposal and financial proposal respectively shall be submitted in a separate, and sealed envelope.

6. The prices shall include all relevant costs like, data collectors cost, consultancy fee, accommodations and all government taxes: VAT 15% and withholding tax (3%).

7. If no remark is made and the VAT field is left blank, CCE-Adigrat will assume the quoted price is inclusive of 15% VAT.

8. Applicant's Profile: non-returnable copy of credentials and CV(s) of staff who will be engaged for this assignment reflecting at least the relevant academic qualification, previous relevant experience, contact address, as outlined in the ToR etc. Each CV should not exceed three (3) pages.

9. Any bid, submitted with incorrect information will be liable for rejection. Further, if any bidder submits incorrect information at any point, CCE-Adigrat may prohibit them from participating in future tenders.

10. Once the Bid is submitted in sealed cover by the bidder, the office will not accept any addition /alterations/ deletions of the Bid.

11. Any bid, submitted with incorrect information will be liable for rejection and the bidder may be prohibited from participation in the future other tendering processes.

12. CCE-Adigrat shall notify the winner in writing letter within seven working days after the application deadline is closed.

13. Bids must be submitted on October 29, 2026, between 9:30Am - 10:00 Am (Morning 3:30-4:00 local time) only to the prepared bid box in CCE-Adigrat main office. Late bids shall not be accepted.

14. The Bid will be officially closed at 10:01Am (L.T 4:01) on October 29, 2026, in the presence of applicant bidders or their representatives and CCE-Adigrat bid committee.

15. Bids will be opened at Adigrat main office hall October 29, 2026, at 10:30 Am (4:30 morning local time) in

the presence of bidders or their representatives and CCE-Adigrat bid committee.

16. The office reserves the right to reject partially and/or whole bids at any level of processing if any other

preferable alternatives are there.
