1. Context & Background

Expertise France is implementing a European Union-funded project to restore essential health and protection services in conflict-affected communities across the Afar and Tigray regions. The initiative targets the rehabilitation, WASH system restoration, and re-equipment of Abala Primary Hospital (Afar) and Adwa General Hospital (Tigray), alongside establishing One-Stop Centers (OSCs) for gender-based violence (GBV) response services.

2. Scope of Work

Expertise France invites eligible, qualified consulting firms/consultants to submit proposals for:

  • Consultancy Services to Conduct an Environmental and Social Impact Assessment (ESIA) and prepare an Environmental and Social Management Plan (ESMP) for the physical rehabilitation and re-equipment of both Adwa General Hospital and Abala Primary Hospital.

4. Minimum Submission Requirements

  • Technical Proposal:
    • Detailed methodology and technical approach tailored to the assignment.
    • CVs of proposed expert staff.
    • Demonstration of relevant firm experience and past references on similar projects.
  • Financial Proposal:
    • Fully completed, dated, and signed financial offer sheet.

Note: Incomplete submissions or missing mandatory documents will lead to automatic rejection.

5. Evaluation Criteria

Proposals will be evaluated based on the following weightings:
