1.1 Contracting Authority
Alliance of Civil Society Organizations of Tigray (ACSOT) hereby invites qualified and eligible consultants to submit proposals for the provision of research services on illegal mining, human trafficking, and arms trade in Tigray. This assignment is part of ACSOT's broader initiative to professionalize local documentation efforts under the ACSOT 2026 Fixed Amount Award.
1.2 Nature of the Contract
• Type of Contract: Service Contract for Research and Documentation
• Duration: Three months (16-March 2026-15 June 2026)
• Location: Tigray, Ethiopia
• Funding Source: ACSOT Fixed Amount Award (FAA)
1.3 Objectives of the Assignment
PEJ oversight
The consultant will conduct targeted documentation missions into serious violations linked to illegal mining, human trafficking, and arms trade. The research will generate critical insights into under-reported abuses and strengthen local documentation capacity through evidence-based outputs.
1.4 Deliverables
The consultant is expected to produce the following deliverables within the contract period:Â
Deliverable 1: Research Proposal (methodology, tools, ethical safeguards)
• Deliverable 2: Progress/Interim research Reports
• Deliverable 3: Final Research Report with raw data (transcriptions, recordings)
• Deliverable 4: Policy Brief (summarized findings for policymakers)
• Deliverable 5: Advocacy Report (community-focused dissemination)
1.5 Eligibility Requirements
Interested bidders must meet the following criteria:
• Possess a renewed business license valid in Ethiopia., Be VAT registered.
• Demonstrate proven experience in human rights research, investigative documentation, or transitional justice.
• Show capacity to conduct fieldwork in sensitive contexts with ethical rigor and security awareness.

1.7 Submission Guidelines
Interested consultants must submit:
• Technical Proposal (methodology, work plan, ethical safeguards).
• Financial Proposal (budget breakdown).
• CVs and evidence of past work.
• Copy of renewed license and VAT registration certificate.
• Proposals should be submitted in sealed envelopes to ACSOT's procurement office closing date.
