1. BACKGROUND
4YBIN, in partnership with EGOAIZIA and with financial support from eLankidetza, is implementing the project "Comprehensive Humanitarian Response to War-Affected Rural Communities in Tigray, Ethiopia." The project aims to protect and strengthen communities affected by conflict, reduce vulnerability, promote income-generating activities for women survivors of sexual violence, and improve protection, food security, and advocacy in Tigray. To ensure transparency and accountability, 4YBIN is seeking a qualified external audit firm to conduct a financial audit of the project covering the period 15 December 2024 to 14 December 2025.
2. OBJECTIVE OF THE AUDIT
The objective of the audit is to provide an independent and objective assessment of the project's financial statements to ensure that they fairly present the financial position and that all expenditures have been executed in accordance with the donor agreement, approved budget, and applicable accounting standards.
3. SCOPE OF WORK
a) Verify that the financial reports accurately reflect all project transactions.
b) Assess compliance with donor (eLankidetza) and national regulatory requirements.Â
c) Verify the authenticity and adequacy of supporting documentation (receipts, vouchers, bank statements, etc.).
Review procurement procedures, ensuring compliance with competitive bidding thresholds (€15,000 for services/supplies and €40,000 for construction). Produce a Management Letter highlighting findings and recommendations for improvement.
4. DELIVERABLES
The final audit report must include:
a) Audit methodology and scope of work.
b) Assurance statement confirming compliance with international auditing standards
and auditor independence.
c) Certificate of authenticity for expenditures and grants.
d) Recommendations for strengthening financial management and complian
e) Signed report by the responsible certified auditor. 5. REQUIRED DOCUMENTS FOR APPLICATION Interested and eligible firms must submit the following: a) Renewed professional and business licenses.

6. SUBMISSION GUIDELINES
Firms should submit proposals in two sealed envelopes:
a) Technical Proposal including methodology, work plan, team composition, and Experience

7. TENTATIVE WORK PLAN

8. SELECTION PROCESS
The selection will be based on a competitive review process including:
a) Technical evaluation (compliance with ToR and professional competence) b) Financial evaluation (cost-effectiveness and budget alignment)
c) Donor approval (final validation by eLankidetza)
