1. Bidding will be conducted through Open NCB using a request for bids (RFB).
2. TW&EB invites sealed Bids from eligible and qualified bidders (contractors) fulfilling and submit the following requirements
A) Renewed trade license of 2017/2018 Ethiopian fiscal year. The bidder Must possess atrade license from Ministry of water and Energy, TW&E Bureau and from Ministry of construction or Regional Construction Bureaus and It will be Category of WWC/ GC
B) Copies of VAT registration certificate and TIN certificate
C) Tax clearance which states its eligibility to participate in public bids at least at the deadline for the submission of bids.
3. Interested eligible Bidders may obtain further information from Tigray Water & Energy Bureau, and inspect the bidding document during office hours [8:30 AM to 5:30 PM].
4. The bidding document in English can be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Birr 1,500.00 (One Thousand Five hundred Birr only) for each project. The method of is payment to account No. CBE 1000539039567 with a presentation of deposit slips in person.
5. All Bids must be valid for a period of Sixty days (60 +28 days) after Bid opening and must be accompanied by bid security stated above for each project in the form of unconditional Bank Guarantee, or CPO and they shall be delivered to the above mentioned Employer Bureau at or before bid closing date stated above. (Insurance Bonds are not acceptable). For Bank Guarantee the bidder must use the Bank Guarantee form included in section IV (Bid Form) of the Bidding document.
6. Bidders should offer one original, two copy of technical and financial sealed separately and enclosed in one other envelope in accordance with the requirements presented in the bid data sheet.
7. Bids shall be opened at time stated in the table in the presence of the bidders or their representatives who wish to attend.
8. Electronic bidding will not be permitted. Late bids will be rejected.
9. The Bureau reserves the right to accept or reject all or parts of the bid.
