I. Introduction

USAID Quality Healthcare Activity (QHA) aims at improving health outcomes through improved readiness of health facilities to deliver quality reproductive, maternal, newborn, child, and adolescent health (RMNCAH) services, increased management and accountability for quality service delivery, and restoration of services in health facilities in conflict-affected areas. QHA's strategies and implementation approaches will help the government of Ethiopia build public and private health care systems that are responsive, resilient, and sustainable. QHA will cover urban and peri-urban primary health care units (PHCU) and referral health facilities in selected regions and woredas. The Activity, through funding support from USAID, will be implemented by JSI in collaboration with Institute for Healthcare Improvement (IHI), MSI Reproductive Choices (MSI), Project HOPE, and Network of Ethiopian Women's Associations (NEWA).

This renovation project aims to restore and upgrade existing health centers to improve healthcare services in the region, alignment with national standards for health facility infrastructure.

This INCB is open to eligible and qualified bidders with experience in similar construction and renovation projects. The bidders must demonstrate technical and financial capability to undertake and successfully complete the renovation works within the stipulated timeframe.

II. 2. Project Description

The scope of the renovation project involves the following:

• Location: Multiple health facilities in the Tigray region (as provides above on the table).

• Scope of Work: Renovation and rehabilitation of various health limited to:

O Civil works (work likes of footing, column, beam, and wall reinforcements, roof and roof structure repairs, etc.)

O Electrical installations and upgrades.

O Plumbing and sanitation, installations and upgrades.

O Accessibility upgrades (e.g., ramps

o Replacement of damaged wall, flooring, doors, windows, and other fixtures.

o Painting and finishing works.

Duration: The renovation works are expected to be completed within 3 months from the contract start date.

Contract Type: Firm Fixed-Price Contract.

3. Eligibility Criteria

Bidders must meet the following eligibility criteria:

• Valid business license for construction services in Ethiopia. The Bid is open to all qualified general construction contractors with a minimum grade of GC-5 or building construction contractors with a minimum grade of BC-3, who have proven capacity and experience in similar projects

• Proven track record of completing at least three similar renovation or health facility (Participation in construction of Hospitals, Health centers, Health posts etc.) construction projects in the health sector over the past 10 years. Preferably works for USAID funded projects

• Availability of qualified and experienced personnel for project management and technical supervision.

• Sufficient financial capability to execute the project (including access to credit or financial resources).

• Compliance with local labor laws and safety standards.

• No record of suspension, debarment, or litigation affecting contract performance.

• Similar work experience in the region is a plus

4. Bid Submission Requirements

Interested bidders are required to submit the following documents:

1. Bidders are allowed to submit bids for only one LOT. Submitting bids for both LOTS will lead to disqualification

2. Bid Security: A bid security in the form of bank guarantee amounting to 2% of the total bidder's offer must be included in the submission in the name of JSI/OHA valid for 90 days

3. Technical Proposal: This should include a detailed work plan, staffing schedule, required machineries and equipment, project methodology, and a clear outline of how the bidder plans to complete the renovation works within the specified timeline. And also, any required supporting documents specified in the bid document must be provided.

4. Financial Proposal: This should include a breakdown of the total cost, aligned with the Bill of Quantities (BOQ) provided in the tender documents.

5. Company Profile and Experience: Provide relevant experience

projects, including references and contact details of previous clients.

6. Legal Documents: Business registration certificate, Renewed business license, tax clearance, and other relevant legal certifications.

7. Schedule of Key Milestones: Proposed start and comp tion dates, along with key milestones for the project.

Note: All submissions should be in English and formatted according to the requirements detailed in the tender documents.

5. Bid Submission and Opening

• Submission Deadline: Bids must be submitted no later than November 4, 2024 10:00 am in the Morning

• Submission Address: Bidders are required to submit their bids to the Bid Box located in the Receptionist office at USAID Quality Healthcare Activity (JSI/QHA) Area Implementation Office (AIO) Tigray, Mekelle (contact 251940146776/914757033). All bids must be accompanied by a Signed Bid Form

• Bid security: Bid security of 2% of the total bidder's offer. The bid security shall be payable on demand to the JSI/OHA and must be in the form of Bank CPO and must be addressed to JSI/QHA valid for 90 days
