Invitation to Express Interest in For Selection of Consultants for Reviewing and Updating Urban water supply utility manuals and guidelines

Tigray Water Resource Bureau has allocated funds and intends to apply part of the proceeds of these funds towards the cost of for Selection of Consultants for Reviewing and Updating Urban water supply utility manuals and guidelines.

Tigray Water Resource Bureau now invites suitably qualified bidders to submit sealed expressions of interest for the Selection of Consultants for Reviewing and Updating Urban water supply utility manuals and guidelines.

The scope of this consultancy service is to review relevant legislation: national policy and strategy documents related to urban water supply and sanitation program implementation, regional proclamations and regulations related to water utilities, financial manual, and update based on the emerging problems of water utilities, human resource manual, and update based on the feedback collected from water utilities if necessary, develop a guideline for liquid waste management and propose manpower requirement and structure based on the level of the water supply service, update and modify the benefits guideline, review existing fixed asset management system develop manual and guideline and recommend a system based on the scale of the utilities and update and modify the technical guideline and connection policy.

The Length of the consultancy service is 120 calendar days and the areas where the consultancy service is done at Adwa. Axum, Humera, Alamata. Edagaliamus, rama Waja. May Kinetal. Adiawala and Hagereselam.

The professionals required for this service are water supply engineer, town water board development specialist, a financial specialist with relevant Bachelor of degree and working experience at least 10 for programmer relevant Bachelor of degree and working experience at least 5 years. Expressions of interest will be evaluated in accordance with the Public Procurement Proclamation of the Regional State of Tigray No 288/2007. Participation is open to all eligible bidders. Interested eligible bidders may submit expressions of interest to the Tigray Water Resource Bureau, including a Renewed business license. Vat Registration certificate, Tin number, Core business and year in Business, Qualification in the field of the assignment, Technical and managerial organization of the firm and General qualification and number of key staff, adequacy of the proposed methodology and work plan. Method of Selection is QCBS. Expressions of interest must be delivered to the address below at or before 11/12/2012 E.C 4:30 Local Time. Late submissions shall be rejected.
