1.  Bidders must submit their technical and financial offer in two copies separately by coming in person to MCF plc head office in Mekelle or A.A liaison office, Yeah Building 2^nd floor .
2.  Bids will be opened on January 19,2016 at 5:00 PM  G.C (European time) in the presence of interested bidders or their representative who choose to attend the above mentioned office.
3. Bid must be accompanied by bid guarantee of Birr 2% of the total price in the form of C.P.O
4. All bids that come after Closing date of the tender will be immediately rejected
