Aksum University wants to Procurement of Fence Work

Submission of audited balance sheets and other financial statements as required in the BDS Clause 17, for the past 5 demonstrate the current soundness of the Bidder's financial position and its prospective long-term profitability.

The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the construction cash flow requirements, estimated as 73,000,000.00(Fifty seven Million ETB) net of the applicant’s commitments for other contracts in the form of unconditional lines of credit, addressed the employer, and stating title and procurement reference No of this procured project. N.B. the word Unconditional is mandatory in the subject and in content of the letter. ​

Peak Annual turnover in construction work of minimum of ETB 262,744,325.40(peak of the past 5 years) for Contracts, calculated as the total certified payments received in progress or completed within the last 5 years.

Letter from Revenue Authority must be attached (mandatory). The public body will verify the legitimacy of the letter by communicating the tax authority officially or using any other means.

Bidder has to submit valid business license indicating the stream of business in which the Bidder is engaged, in accordance with ITB Clause 4.5(b)(i);

In the case of a bid submitted by a Partnership, Consortium or a joint venture (JV), the Bidder has to submit the Form Data on Partnership, Consortium or Joint Ventures, the Agreement governing the formation of joint venture, or letter of intent to form Partnership, Consortium or Joint Venture, including a draft agreement, in accordance with ITB Clause 4.1.

Bidder has to submit a valid tax clearance certificate issued by the tax authority in accordance with ITB Clause 4.5(b)(iii).

Bidder has to submit VAT registration certificate issued by the tax authority (in case of contract value specified in BDS Clause 4.5(b)(ii)), in accordance with ITB Clause 4. 5(b)(ii).;

Bidder has not been debarred by a decision of the Public Procurement and Property Administration Authority from participating in public procurements for breach of its obligation under previous contracts, in accordance with ITB Clause 4.3;

Bidder does have nationality in accordance with ITB Clause 4.2.

Bidder is found to have a conflict of interest as described in ITB Clause 6;

Bidder has to submit business organization registration certificate in accordance with ITB Clause 4.5(c).

Method Statement (Technical Approach and Methodology):

Bidder has failed to provide CVs of the Professional staff signed by the staff themselves or by the authorized representative of the Professional Staff.

For Local Contractor: - Three years for GC-3 or Five years for BC-2 firm experience in Construction Sector as Contractor, Sub contractor and Joint Venture.

At least 8 (Eight) staff currently work for the Applicant. The bidder shall provide supporting document (i.e. employment agreement document, payroll for the staff that indicates its financial payment for the last three months) so that it will confirm that the above staff are indeed working for the Contractor.

• Note: A proposed staff with MSc degree will be required 2 years less experience than the above requirement for General Work Experience;
• full time, bidder shall provide payroll supported by receipts from revenue and custom authority or employment agreement testimonials approved by labor and social affairs (Justice office) for the proposed person working with the Company itself or pension contribution transfer document to the mandated public body.
• The above required documents shall be for the last three months before bid submission date;
• The personnel for all part time staff should write and sign his/her availability and willingness form for this specific project, time and assignment position. Non-attachment of signed willingness form leads to fail for the proposed position;
• General experience shall mean experience after educational graduation in any construction project;
• Specific experience in similar position shall mean experience in building construction in the required Position.
• Only one candidate shall be proposed for one position
• If a professional who is in permanent position is proposed by another bidder, the bidders will fail to get the allotted point for corresponding professional
• If the project is awarded changing the proposed qualified personnel is not allowed unless authorized by the Employer ascertaining the new personnel is at least equivalent to the employer requirement in relation to the stated qualification
• If the proposed person is not qualified but the project is awarded, the winner shall provide a substitute employee equivalent to the employer requirement for the corresponding position before signing of an agreement.
• The number of points to be assigned to each of the above positions or disciplines shall be determined considering30% for Total Work Experience sub-criteria and 70% for Experience in Similar Works.

Bidder has failed to provide in the Bidder Certification of Compliance Form information about major relevant contracts successfully completed

All pending litigation shall in total not represent more than 10 percent of the Bidder’s net worth and shall be treated as resolved against the Bidder.

For Local Contractor: - Three years for GC-2 or Five years for BC-2 firm experience in Construction Sector as Contractor, Sub contractor and Joint Venture.

Non-performance of a contract did not occur within the last 5 years prior to the deadline for Bid submission, based on all information on fully settled disputes or litigation. A fully settled dispute or litigation is one that has been resolved in accordance with the Dispute Resolution Mechanism under the respective contract, and where all appeal instances available to the bidder have been exhausted

Bidder has failed to provide in the Bidder Certification of Compliance Form information about contracts similar to the proposed Works in the number, value, and period

For Local Contractor:- As a Contractor, Sub contractor and Joint Venture at least One Building Construction Project of Low-Rise Building within the last Ten (10)[insert required number of years] years (2008-2017) EC or (2016-2025) G.C, with a value of at least ETB 511 Millionorthree similar contracts within the last Ten (10) years each with a value of at least ETB 170 Million, that have been successfully and substantially completed (70% completed).

Supporting evidence letter for satisfactory performance from the employer which clearly mention the project amount, commencement date, project duration, completion date, timely performance and quality

Performance are mandatory and must be attached. All documents attached must be Authenticated.

In addition, the bidder must present contract agreement (form of agreement) and recent payment certificates.

Note:

· In cases where relevant work experience is based on subcontracting or joint ventures, only the portion executed directly by the contractor or corresponding to its share in the joint venture shall be considered.

· Specific Experience of bidders obtained through sub-contracting, which is not authenticated by the Project Owner/Employer (not the prime contractor) will not be considered. If a bidder has obtained experience by sub-contracting in projects, it should attach all payment Certificates certified by the prime contractor and also the receipt for tax paid to Ethiopian Revenues or relevant Authority.

· During evaluation, the Client may enquire for additional documents that substantiates the specific experience records indicated by bidders”

Failure to do so will result automatic rejection from the bid
