Raya University: want to Procurement of Design, Supply, Construction, Installation, Configuration, Integration, Migration, Training, Testing and Commissioning of Video Surveillance System (VSS) for Raya University on Turnkey Basis

The bidder must submit the most recent three consecutive years audited financial statement by an independent auditor. NB Auditors legal document shall be attached

The bidder must submit unconditional bank credit guarantee with an amount of 100,000,000.00 ETB

Valid Trade License

Having been submitted valid tax clearance certificate issued by the tax authority (Domestic Bidders Only) in accordance with ITB Clause 4.6

Having been submitted VAT registration certificate issued by the tax authority (in case of contract value of Birr 100,000.00 and above) in accordance with ITB Clause 4.6.

Business Organization registration certificate

at least 5 technical staff certified in VMS/camera technologies; at least 4 OEM-certified engineers with 2 years experiance (e.g., Hikvision, Axis, Huawei, Milestone). CVs and certificates must be submitted.

Project Manager with minimum B.Sc./B.A. degree, ≥3 years project management experience, and at least one PMP or security, or association level Certification (valid i.e expired certificates will not be considered)

Technical Manager with minimum B.Sc./B.A. degree, ≥2 years project management experience, in surveillance/security or related projects and certified in VMS/camera technologies or related fields. Valid certificates must be submitted

Factory/abroad training specified in the package shall be given immediately after the project agreement is signed and letter of confirmation from the manufacturer or bidder shall be submitted

The proposed system must include all accessories, cabling, and civil works necessary for full functionality. A confirmation letter must be attached

The bidder must submit MAF that addresses all system parts and subcomponents must be original and not refurbished or nearing End-of-Life/End-of-Support.

Bidders must conduct a site survey and submit detailed high-level design and implementation plans covering the full solution scope. Bidders must conduct this site survey starting from Monday 08 to 12/06/2026 G.C

Company Experience: At least three successfully completed video surveillance or similar projects in Ethiopia or abroad with a minimum 25,000,000.00 TEB for each and minimum total summation of 75,000,000 ETB

Minimum 2 years warranty and technical support commitment from the manufacturer or bidder

Datasheets and Compliance tables for all equipment (will be verified from the OEM website) shall be submitted
