REQUEST FOR EXPRESSION OF INTEREST FOR HIRING CONSULTING FIRM

FEDERAL DEMOCRATIC REPUBLIC OF ETHIOPIA URBAN WATER SUPPLY AND SANITATION PROJECTÂ

Assignment Title: - Design review, Construction Supervision, ContractÂ

Administration and Capacity Building for: Axum Town water Supply ProjectÂ

Reference No. QCBS/TWRB/AXUM/WS/01/2017

1. The Federal Democratic Republic of Ethiopia has received financing from the Kuwait Fund in the form of a "loan" toward the cost of Construction of Axum town water supply Project and intends to apply a portion of the proceeds of this loan for consulting services.Â

2. The Consulting Service include Design review, Construction Supervision, Contract Administration and capacity building for Axum Town water Supply Project:-Â

3. The Consultant is required to conduct design review, construction supervision and capacity building whole package of water supply scheme that may include;

• Construction of masonry dam, rising main, and appurtenant structures,
• Construction of water treatment plant containing aerator, balancing tank, flocculation chamber, sedimentation tank, rapid sand filter, clear water tank, chemical building, clear water pumping station, operator ,dwelling, guard house, generator house, etc.;
• Construction of new reservoir;
• Construction of auxiliary building;
• Assignments of the consultant shall include review and conduct socio economic and environmental study, conduct resettlement action plan(RAP)

* The Consultant shall carry out complete engineering services related to design, tender documents preparation, contract management, construction supervision, further capacity building for technical expert of the office for effective and efficient implementation of urban water supply and sanitation Plan for the project life. The tasks are not limited on the above activities details will be given in the RFP.Â

4. Tigray Water Resource Bureau now invites eligible consulting firms to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required   qualifications and relevant experience to perform the services. The short listing criteria are: Core Business and Years in Business, Qualifications in the field of the assignment, Technical and Managerial Organization  of the firm and General Qualifications and number of key staff, Adequacy of the proposed methodology and work planÂ

5. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment Consultant Guidelines -paragraph 1.9.Â

6. Invited Local Consulting firms must associate with one of the listed Kuwait consultants. (list of Kuwait consultants are attached with this ROEI)Â

7. A Consultant will be selected in accordance with the QCBS method set out in the Consultant Guidelines.Â
