Procurement of Road Construction Consultancy Services

1. Background

The Tigray Roads Authority (TRA), through the Ethiopia Rural Connectivity for Food Security Program (RCFS) financed by IDA Grant No. E308-ET, invites eligible consulting firms to submit sealed bids for the Provision of Road Construction Consultancy Services.

2. Scope of Services

The consultancy services include:

Detailed Engineering Design

Tender Document Preparation

Construction Supervision and Contract Administration

These services are to be provided for one (1) package among the following six (6) packages located in the Tigray Region:

Service Duration:

• Detailed Engineering Design and Tender Document Preparation: 45 calendar days
• Construction Supervision and Contract Administration: 120 calendar days (per package, during construction)

3. Requirements

Bidders must fulfill the following requirements:

• Valid VAT Registration Certificate;
• Renewed Trade/Business License for the year 2017 E.C. from authorized bodies;
• Tax Identification Number (TIN)
• Recent VAT declaration
  • Latest Valid Tax Clearance Certificate issued by the Inland Revenue Authority, for the year of 2017 E.C
  • Grade III and Below Road and Bridge Consulting License, renewed for at least 2017 E.C. from authorized bodies:
  • Renewed Suppliers Registration Certificate, or Registered for supply in the Public

Procurement and Property Administration Agency (PPPAA)

Failure to submit any of the above documents may result in rejection of the bidder's proposal.

4. Bid Security

All bids must be accompanied by a Bid Security for Schari & Raya-Azebo, Ahferom & Asgede and Gher'alta ETB 170,000.00 (One Hundred Seventy Thousand Ethiopian Birr), per packages and for Ganta Afeshum, Abergele and Degua Tembien ETB 130,000.00 (One Hundred thirty Thousand Ethiopian Birr), per packages in the form of a CPO or Unconditional Bank Guarantee issued by a recognized financial institution, valid for at least 60+28 calendar days.

5. Submission and Opening

• Bidding will be conducted in accordance with the National Competitive Bidding (NCB) procedures.
• Interested and eligible bidders may obtain further information and inspect the bidding documents at the address below during working hours.
• Date of issue of request for Proposal 22/02/2018 E.C
• A complete set of bidding documents may be purchased issuance payment of a non-refundable fee of ETB 1,500.00 (One Thousand Five Hundred Ethiopian Birr).
• Bids must be delivered to the address below on or before [22/3/2018, 3:30 local time].
• Late bids will be rejected.
• Bids will be opened in the presence of bidders or their authorized representatives who choose to attend at [22/3/2018, 4:00 local time].
• Bidders should submits Technical One Original and Two Copies and Financial one original and Two copies separately sealed and Clearly marked as "original" and "copies" the envelope. Envelopes containing the original and copies and Bid bond Security shall be Sealed in another outer envelope and delivered to Tigray road Authority (TRA).
