1. The government of Federal Democratic Republic of Ethiopia has receive financing, from the World Bank toward the cost of the One WaSH National Program and intends to apply part of the proceeds toward payments under the contract for: Drilling of Shallow wells, Supply and Installation of Afredeve I land Pump at Different Health Centers of Tigray.
2. Tigray Water and Energy Bureau now invite sealed Bids from eligible Bidders for Drilling, of Shallow wells, Supply and Installation of Afredeve Hand Pump at Different Health Centers of Tigray. No margin of preference applied, Lot-1 #12 (Ahfero, Naeder, Chila, Laelay Maychew and Asgede) and Lot-2 # 17 (Geralta, Samre, Atsbi, Sewha saesie,Esra Adi Wojerat, Silawa, Raya Alamata and Ofla).Completion period for Lot-60 and for Lot-2 85 days.
3. Bidding will be conducted through national competitive procurement using Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers-Procurement in Investment Projects Financing, dated July 2016, revised November 2017 and August 2018 ("Procurement Regulations"), and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information from Tigray Water and Energy Bureau, One WaSH National Program, Att.Mr. SamsonBerhane, [email protected] , 09 89 84 77 01 Room No 111 new building and inspect the Bidding document during office hours 2:00-6:30 and 8:00-11:30 local time.
5. The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 500.00 ETB (Five Hundred Ethiopian Birr). The method of payment will he paying to the Bureau Casher in person. The document will be collected in person.
6. Bids must be delivered to the address below Tigray Water and Energy Bureau on or before 9:00 AM, 29 August 2025. Electronic Bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend at the address below Tigray Water and Energy Bureau on 9:15 AM ,29 August 2025.
7. All Bids must be accompanied by a Bid Security of Lot- 100,000 ETB (One Hundred Thousand Ethiopian Birr) and Lot-2 140,000 ETB (One Hundred Forty Thousand Ethiopian Birr) Valid for 60+28 days. Bid Documents will be purchased from OWNP procurement Section Room No.111 New Building. Starting from 29 July 2025.
8. All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder's beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
