1. The Tigray Water and Energy Bureau has secured a budget from KfW financing through UNICEF Ethiopia for Contribute to the reconstruction and rehabilitation of basic services in conflict-affected areas in Northern Ethiopia Tigray region Shire, Wukro, and Mchoni Towns. It intends to apply part of the funds toward payments under the contract for Pr mentioned above Towns based on this.

2. Tigray Region Water and Energy Bureau now invites scaled Bids from eligible Bidders for the three lots mentioned above to qualified bidders for lot one and Two WWGC Grade 2 and GC with WWGC 2. For lot three WWGC Grade 3 and GC with WWGC 3 with renewed Trade license for 2017 E.C. supplier list registration certificate, TIN number, VAT registration, VAT declaration certificate for month of Ginbot 2017 E.C and competence certificate from Construction Works registration certificate from water works Regulatory Authority or Ministry of Water and Energy body for the 2017 E.C year for furnishing the necessary labor, materials and equipment.

3. One bidder should participate and submit only one lot.

4. Bidding will be conducted through the National Competitive Bidding procedures using an invitation for Bids (IFB) and open to all eligible Bidders.

5. Interested eligible Bidders may obtain further information from Tigray Water and Energy Bureau. Mekelle and inspect the bidding document during office hours 2:00 AM to 11:00 PM, local time (AA) at the address given below.

6. A complete set of bidding documents in English may be purchased by interested and eligible bidders directly from Tigray Water and Energy Bureau on the submission of written application to the address below and up on payment of a non-refundable fee ETB 3,000.00 (Three thousand birr)

7. Bids must be delivered to the address below at or before 5/12/2017 E.C, 3:00 Local Time. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend in person at the address below on 5/12/2017 E.C, 3:30 Local time.

For Lot-1: Construction of Civil Works and Pipes and Fittings Installation for Shire Town Birr 750,000.00

For Lot-2: Construction of Civil Works and Pipes and Fittings Installation for Wukro Town Birr450,000.00

For Lot-3 Construction of Civil Works and Pipes, and Fittings Installation for Mehoni Town Birr 650,000.00 in the form of CPO or unconditional bank guarantee. It should also prepare in the name of Tigray Water and Energy Bureau. The bid security shall be valid for twenty-eight days 90+ (28) beyond the end of the validity period of the bid

8. Tigray Water and Energy Bureau reserve the right to reject any or all bids.
