1. Scope of Works

Tigray Development Association (TDA) hereby invites eligible and qualified contractors to submit sealed bids for the execution of renovation works at KSHS, in accordance with the provisions stated hereunder.

The works include, but are not limited to, the following renovation activities:

Renovation of: shower and toilet facilities at the female students' old dormitory block, wooden doors at the male students' old dormitory block, common toilet facilities

2. Eligibility Requirements

Bidders shall meet the following minimum eligibility criteria:

o Contractors registered under GC/BC-5 and above.

o Evidence of settlement of 2018 E.C. tax obligations

o Valid and renewed:

o Construction license,

o Trade license,

o Construction competency

o VAT registration certificate, TIN certificate,

o VAT declaration certificate,

3. Bid Security

o Bidders shall furnish a bid security of ETB 100,000.00 (One hundred Thousand Birr).

o The bid security shall be submitted in the form of CPO only, issued by a bank authorized by the National Bank of Ethiopia.

o The bid security shall remain valid for Thirty (30) calendar days from the date of bid opening.

4. Completion Period

The successful bidder shall complete the renovation works within sixty (60) consecutive calendar days from the date of site handover.

5. Tender Document Purchase

From TDA Head Office, Office No. 435, upon payment of a non-refundable fee of ETB 500.00 (Five Hundred Birr), with in the period April 8, 2026, to April 28, 2026, during regular working hours.

6. Bid Submission

o Bids shall be submitted in one (1) original and two (2) copies.

o The CPO shall be enclosed in a separate sealed envelope.

o All documents shall be sealed in one outer envelope, clearly marked, duly signed, and stamped.

o Bids must be submitted to the tender box at the TDA Head Office on or before April 28, 2026, at 3:30 PM (9:30 local time).

7. Bid Opening

o Bids shall be opened on April 28, 2026, at 4:00 PM (10:00 local time)

o Venue: TDA Assembly Hall

o Bidders or their legally authorized representatives may attend.

8. Employer's Right

The Employer reserves the right to accept or reject the bid, wholly or partially, as deemed appropriate, in accordance with applicable procurement rules.
