Tigray Development Association (TDA), in collaboration with consortium members led by Save the Children International; and funded by Education Cannot Wait (ECW) invites sealed bids from eligible and qualified bidders for the renovation of schools in Chila and Erob Woredas.

1. Scope of Works

The works include, but are not limited to, the following renovation activities:

lot 1 Chila wereda

✓ Renovation works - in five schools located in Chila wereda

lot 2 Erob Wereda

✓ Renovation works-in six schools located in Erob wereda.

2. Eligibility Requirements

o Bidders shall meet the following minimum eligibility criteria: • Contractors registered under GC/BC-6 and above.

o Valid and renewed Construction license for 2018E.C:

o Construction competency certificate, VAT registration certificate, TIN certificate, Latest VAT declaration

3. Guidelines to bidders:

Bidders are encouraged to visit the project sites (schools to be renovated) in Chila and Erob Woredas before Preparing their financial proposals to fully understand the scope and site conditions.

A bidder may bid for one or both lots. However, award will be limited to one lot per bidder.

4. Sid Security

o Bidders shall furnish a bid security of ETB 100,000.00 (One hundred Thousand Birr) for each lot.

o The bid security shall be submitted in the form of CPO only, issued by a bank authorized by the National Bank of Ethiopia.

o The bid security shall remain valid for thirty (30) calendar days from the date of bid opening.

5. Completion Period

The successful bidder shall complete the renovation works within sixty (60) consecutive calendar days from the date of site handover.

6. Tender Document Purchase

o Tender documents are to be obtained from TDA Head Office (Mekelle), Office No. 435, upon payment of a non-refundable fee of ETB 250.00 (Two Hundred Fifty Birr) for each lot.

o Sale period: April 3, 2026, to April 23, 2026, during regular working hours.

7. Bid Submission

o Bids shall be submitted in one (1) original and two (2) copies.

o The CPO shall be enclosed in a separate sealed envelope.

o All documents shall be sealed in one outer envelope, clearly marked, duly signed, and stamped.

o Bids must be submitted to the tender box at the TDA Head Office on April 23, 2026, at 3:30 PM (9:30 local time).

8. Bid Opening

o Bids shall be opened on April 23, 2026, at 4:00 PM (10:00 local time)

o Venue: TDA Assembly Hall

o Bidders or their legally authorized representatives may attend.

9. Employer's Right

or before

TDA reserves the right to accept or reject the bid, wholly or partially, as deemed appropriate, in accordance with applicable procurement rules.
