The Federal Democratic Republic of Ethiopia (FDRE) has received financing from the World Bank toward the cost of the Food System Resilience Program Research Component and intends to apply part of the proceeds toward payments under the Procurement of Small-Scale Irrigation (SSI) at Selected Research Center Ilala at Mekelle Agricultural Research Center.
1.Tigray Agricultural Research Institute (TART) now invites sealed bids from eligible a potential bidder for Smale Scale Irrigation and Civil works of SSI at Selected Research Center Ilala at Mekelle ARC in Tigray Regional.

2. The bidders shall furnish the following documents to fulfill the eligibility criteria:
1. Renewed Trade license for the Year 2017
2. TIN No, VAT Registration, and A valid tax clearance certificate issued by the tax authority. This documentation is required only for Locally Registered bidders.
b. Supply Registration Certificate
c. Letter of Authorized Signature (Power of Attorney)
d. Bid security amounted (600,000.00 Six hundred thousand birr in the form of CPO or Unconditional Bid Guarantee with the name of Tigray Agricultural Research Institute).
e. Certificate of registration and competence as category WWC-5 (Water Works Construction) and above issued by the Ministry of water and Energy /by the bureau of water and energy renewed for 2017 E.C.
3. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers" (July 2016; revised November 2017; and July 2018; and November 2020 "Procurement Regulations"), which can be found at the following website: worldbank.org . The bid is open to all eligible bidders as defined in the procurement regulations
4. Eligible and Interested bidders can buy the bidding documents from address below during working Hours up on the submission of bid and the payment must in non-refundable free of ETB 1000(Birr One Thousand). The method of payment will be in a cash or to TARI and collect the bidding document during office hours from 8:30AM to 12:30AM & 1:30PM to 5:30PM from Monday to Friday before closing date.
5. Interested eligible bidders may obtain further information from the Tigray Agricultural Research Institute (TARI), TARI Procurement Unit in the, Room No 09 Office hours from 8:30 AM to 12:30 AM & 1:30 PM to 5:30 PM
6. Bids must be delivered in person to the address below on or before November 10, 2025, at 9:00 AM,. Electronic and postal bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders' or delegated representatives and anyone who want to attend at the address below on November 10, 2025 at 9:30 PM.
7. The bid is valid for 60 days and the bid security shall be valid for twenty-eight days (28) beyond the end of the validity period of the bid.
8. Finally, the client reserves the right to accept or reject the bid partially or totally.
