This invitation for bids follows the General Procurement Notice for this project that appeared online on Tigray Water& Energy bureau through government of Ethiopia has received (a Grant) from African Development Fund (ADF) hereinafter called the Bank toward the cost of Multi-Sectorial Approach for Stunting Reduction Project MASREP), and intends to apply part of the proceeds toward payments under the contract for the procurement of Afridave Hand Pump with out stand.

The Bidder shall submit the following additional documents in its Bid:

The legal qualification documents

• Valid business trade license showing the stream of business in which the Bidder is engaged (only domestic Bidders);
• Value added tax (VAT) registration certificate issued by the tax authority (only domestic Bidders);
• VAT declaration for July 2025/ July 2017 E.C
• Tax Identification Number (TIN) (only domestic Bidders)
• Supplier registration certificate.

The Delivery Place and time of the goods is given in the table below:

1. Bidding will be conducted through Open Competitive Bidding International procedures in accordance with the African Development Bank's Procurement Policy for Bank Group Funded Operations, dated October 2015 and is open to all eligible bidders as defined in the Procurement Framework.

2. Interested eligible Bidders may obtain further information from Tigray Water& Energy bureau +251920326084/0914125911 and inspect the bidding document during office hours from 8:00 AM to 5:00 PM EAT at the address given below.

3. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonreturnable fee of birr 600.00. The method of payment will be in cash.

4. All Bids must be valid for a period of one hundred twenty (120) days after Bid opening and must be accompanied by an original bid security of birr ETB 500,000(five hundred thousand Birr) in the form of an unconditional Bank Guarantee enforceable in the local registered banks, in the format provided in the Bidding Document, The Bids shall be delivered to the above office on or before bid closing date at 9:00 A.M. local time Dec. 19/2025

5. Bids must be delivered to the address below; Bidders should offer one original technical & one original financial with one Copy of technical and Two Copy of financial proposals sealed in Separate envelop as specified in the bidding documents to be provided. Late Bids will be rejected.

6. Bids shall be opened at (9:30 A.M.) local time Dec.19/2025 in the presence of the bidders or their representatives who wish to attend.

7. Electronic bidding will not be permitted. Late bids will be rejected
