The Regional Government of SNNP has allocated budget towards the cost of Supervision of URRAP (Universal Rural Road Access Program) Consultants. and intends to apply a portion of this budget to eligible payments under this contract for the Supervision and Training of Consultancy Services which are carried out by the respective URRAP Consultants.
2. Thus, the purpose of this Request for Proposal (RFP) is to solicit proposals from qualified and eligible Consultants who have the capacity to design, supervise, train and develop the aforementioned URRAP Consultants under this jurisdiction of SNNP Region Zone Offices in four groups and two lots.
3. The invitation is open to highway and bridge Consultants or Engineering Consultancy (general) of grade three and above registered by the Ministry of Urban Development and Construction (MUDC) or relevant Authorities with renewed license, for the bidding period, from Ministry of Trade and Industry, can submit Taxpayer Identification Number (TIN), current tax clearance from the concerned Authorities and registered for VAT.
4. Interested eligible bidders may obtain further information and can collect a complete set of bidding documents Request for Proposal (RFP)/, upon submission of a written application, from SNNPR Roads Authority, addressed below, through the payment of nonrefundable fee of ETB 300.00 (Three hundred) only, during working hours of 21 successive calendar days starting from the 2nd date after the first notification of this advertisement on the Ethiopia Herald. The final submission date and opening of the proposal will be on the 22nd date of this announcement on the Ethiopian Herald at 2:00 PM & 2:30 PM respectively. If the 22nd date is not a working day, it will be held on the next working days at same time.
5. The Technical Proposal and Financial Offer for Consulting Services should be prepared in One Original and two photocopies in different wax sealed envelopes, and each proposal will be sealed in such a way that one original and one photocopy to be sealed in one envelope while the second photocopy will be sealed in another envelope separately and labelled as "ORIGINAL AND ONE PHOTOCOPY" and "ONE PHOTOCOPY" to be placed in another outer envelope and must be placed in the bid box along with a bid security in an acceptable form from Bank amounting ETB 50,000.00(Fifty thousand) on or before 2:00p.m. of the above said date at the same address shown below
6. The evaluation and selection of consultants shall be carried out in accordance with SNNPRS procurement directive No 28/2010, accordingly the Method used will be Quality and Cost Based Selection (QCBS).
7. Thus, Bidders must meet a minimum number of technical points to be achieved in order to accept their proposals for the next stage of the evaluation (i.e. the evaluation of financial proposals). A minimum number of 70 points are required for a technical proposal to be considered responsive. Consultants getting less than 70% in the evaluation shall be rejected and the envelopes containing
the financial proposals of those consultants scoring 70% and above shall be opened.
8. Technical Proposals will be opened by the Authority's bid evaluation committee in the presence of the bidders or their Authorized Representatives, who may choose to attend, on the above said date at 2:30 pm. at the address mentioned below.
9. The SNNPR Roads Authority reserves the right to accept any or reject any or all bids without giving any reason.
