INVITATION TO BID For the Supply of Hygiene and Dignity Kits for 640 HHS Conflict-Affected Internally Displaced Persons (IDPs).

VIS (Volontariato Internazionale Per Lo Sviluppo) is an international NGO based in Rome and accredited by the Ethiopian Ministry of Justice, Charities & Societies Authority as a foreign Charities in accordance with the Charities and Societies proclamation N. 621/2009 (accreditation n. 0005 issued on October 2009 and Renewed on October 10, 2019).

VIS Tigray Field Office, Ethiopia, under the HOPEfT II Project funded by ADA, invites eligible and competent suppliers to participate in a local open tender for the supply and delivery of Hygiene and Dignity Kits for 640 conflict-affected households (IDPs) in the Tigray Region. Hygiene Kits: Jerry cans, buckets with Lids, washing basins, bath towels, bathing soaps, laundry soap, water purification tablets, solar torches and mosquito nets. Dignity Kits: Sanitary pads, underwear, bathing and laundry soaps. All items should include usage instruction in Tigrinya and/or Amharic, be packed according to the standards specified in the Tender document, with Donor and Implementing Partner logos, and all items should be transported by the supplier to Mekelle VIS Field Office, including loading and unloading.

Interested eligible bidders who fulfil the below listed criteria;

1. Renewed trade license for the supply of hygiene/dignity kits 2018E.C (2025/26 G, C).
2. VAT registration and valid tax clearance certificate.
3. No current litigation or disputes.

Interested eligible bidders can obtain the bid document starting from May/22, 2026 via email after formal request to [email protected] copying in CC [email protected] and [email protected].

• The Bidder shall provide a bid bond in the form of a Certified Payment Order (CPO) equivalent to 2% of the total bid price, including VAT. Cash payments or pledging of other assets as bid security will not be accepted.
• Bidders shall submit one (1) original Technical Proposal and one (1) original Financial Proposal for the supplied kits/items, together with one (1) copy of each. The Technical and Financial Proposals must be placed in separate envelopes, clearly marked “Original” and “Copy.” All inner envelopes shall then be placed in a single outer envelope, which must be properly sealed and stamped.
• Only bidders capable of delivering the full quantities within five (5) consecutive days from the signing of the contract. the shall be eligible to participate.

The tender document accompanied by the relevant supporting document must be submitted to VIS office before June 05,2026 until 12,00 AM. The bid will be closed on June 05, 2026 at 12:00 AM.
