Supply of Edible oil and wheat flour/

The Ethiopian Evangelical Church Mekane Yesus Development and Social Services Commission - North Area Work (EECMY-DASSC-NAW) hereby re-issues an Invitation to Bid and invites eligible and qualified suppliers to submit sealed bids for the supply of sunflower edible oil and first-grade wheat flour, including transportation services.

This bid was previously announced through a newsletter; however, it is now re- issued to invite additional eligible suppliers to participate in the bidding process. The sunflower edible oil shall be 5-liter (kadoo) containers, fortified with Vitamin A, and produced in accordance with the Ethiopian Standard CES 244. The wheat flour shall be first-grade quality.

The supplies are required for the EECMY-DASSC-NAW-BO Project entitled "Integrated Lifesaving Assistance for Conflict and Climate Affected Communities" implemented in Mekelle 70 Kare, Tigray Regional State, Ethiopia. The Commission (EECMY-DASSC) invites only reputable, reliable, and licensed wholesalers and manufactures to participate in the bid in accordance with the following conditions and specifications.

1. All Interested and eligible bidders can obtain further detail information's directly from the EECMY-DASSC-HO/NAW-BO at the address given below during office hours within the indicated dates.

2. Detail requirement are provided in attached document which should be signed. Stamped and retimed as part of bid requirement together with bidder's price.

3. A complete set of the bid document/TOR may be purchased by any interested and eligible bidder on the submission of a written application to the above mentioned office up on payment of non-refundable ETB 400.00 (Four hundred birr only) to Awash bank EECMY DASSC UNICEF credit account 013040777604700

4. For any interested bidder the bid announcement is opened up to March 17/2026 4:00 PM from the date of the announcement at the address given below.

5. All Interested Bidders are requested to deliver WAX sealed bid documents original and copy of Technical and Financial proposal separately to EECMY- DASSC-CNE-NAW-BO- Tigray Mekelle, (located near Tigray police commission or in front of Atse Yohannes Elementary school) within Seven (7) consecutive days from the announcement of this bid.

6. Bids shall be valid for a period of thirty (30) days after Bid opening. Bids must be accompanied by bid bond of Birr Five Thousand (5,000.00) in the form of Cashier's. Payment Order (CPO) and shall be marked payable to EECMY- DASSC and issued by eligible Ethiopian Bank.

7. Bidders must attach valid business/trade license, VAT registration, supplier data Registration certificate for the current year, tax payer certificate and Tax clearance, certificate of competence, related legal documents and good performance evidence of past work experience in related field.

8. Bids shall be closed on March 17/ 2026 at 4:00 PM and will be opened on the same date March 17/ 2026 at 4:30 PM, at the EECMY - DASSC- CNE-BO- Mekelle office (located near Tigray police commission or in front of Atse Yohannes Elementary school) in the presence of bidders or duly authorized representatives who wish to attend. The commission, (EECMY-DASSC) reserves the right to partially or as whole to change or cancel the bid.

9. BID documents must be submitted in English (clearly labeled with company name, address and legal stamp)

10. Submission of Bid after the dead line will not considered and accepted.

11. The winning bidder will announce officially after summing up all total price (Arithmetic check)

12. The winner should supply the items in accordance with the requirement or specification of the BID, i.e in quantity, quality and time. But if the winner supplier fails to deliver the items in accordance with the requirements, our organization is not bound by this BID.

13. Winner suppliers must be Material delivered within maximum of 10 days after having agreement.

1. Term of Payment

No advance payment before material supplied.

The total payment will pay after the winner supplier supplies the material based on the specifications and standards to our organization.

2. General Condition

Our organization reserves the right to accept, rejects of modify bids without explanation.

Partial bids may be considered if advantageous to the project.

A: The above-mentioned food item to be supplied must be as per the quality standard of Food and Drug Authority (EFDA)

C: CPO must be submitted in a separate envelop

D:- the names for the project to be clearly written on the outer part of bid document.

E:-Bid/Price quotations/proposals to cover all expenses up to the destination/delivery place /locations indicated which means the price will be inclusive of transportation.
