Invitation for Bids (IFB) 

The Tigray Regional State Water Resources Bureau 

1.   The Tigray region water resources bureau invites interested and eligible bidders for water quality and Leakage detector goods at different wereda's of tigray. Through the budget acquired from One wash national program and it intends to apply part of the funds to cover eligible payments under the contract bid No. NCB/TiG/Goods/01/2011 for the procurement of under listed materials

2.      The Tigray Regional State Water Resources Bureau now invites sealed bids from eligible and qualified bidders for the supply of Water Equipments having Value Added Tax (VAT) registration certificate, VAT declaration for the month of October 2011 E.C, Tax Identification Number (TIN No.), Supplier Registration Certificate for similar goods & Renewed Business License Valid for 2010E.C /2011 E.C  

3.      Bidding will be conducted through the National competitive bidding (NCB) procedures as specified in the Governmental Manual and is open to all bidders from eligible source countries as defined in the guidelines (Manual).

4.      Interested eligible Bidders may obtain further information from  the address given below and collect the bidding documents at that address given below, starting from and inspect the bidding documents during office hours working days from 2:00-6:30 and  8:00-11:30 local time starting from the news paper published date at the address given below.

5.      Qualification requirements include: [technical, financial, legal and other requirements]. Additional details are provided in the bidding documents.  

6.      A complete set of Bidding Documents in English may be purchased by interested Bidders from Tigray Water Resources Bureau, Procurement section upon payment of a nonrefundable fee of FTB 200.00 (Birr Two hundred ). The method of payment will be in cash against receipt. The Bidding Documents can be collected by the bidder himself or by a person delegated by the bidder.

7.      Bids must be delivered One "Original" and two Copies of' Technical" and "Financial" documents separately to Tigray Water Resources Bureau, Procurement section, and P.O. Box 520, Mekelle, Telephone number 0344-402439 or 0344-406677/78 Fax 0344-419637 at orbefore January 14, 2011, 3:00 local time Electronic bidding will not be permitted. Late bids will be rejected.  

8.      Bids will be opened in the presence of the Bidders' representatives who choose to attend in person at Same date at 3:30 at Tigray Water Resources Bureau, Bureau's hall Mekelle Town. Bids shall be valid for a period of ninety (90) days after Bid opening and must be accompanied by bid security of for Lot 1- birr 20,000.00  for Lot 2- birr 20,000.00 in the form of Un conditional Bank Guara, ptee or CPO by adding 28days beyond the bid validity.

9.      The Bureau has the right to accept or reject all or parts of the bid.
