1. This invitation for Bids follows the General Procurement Notice for this Project that appeared in development Business, issue on August 17, 2017.

2. The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of Urban Water Supply and Sanitation Project and intends to apply part of the proceeds toward payments under the contract for procurement of BULK FLOW WATER METERS

3. The Mekelle Water Supply Services Office now invites sealed bids from local and international eligible & qualified bidders for Supply of BULK FLOW WATER METERS

4. Bidding will be conducted through the National Competitive Bidding (NCB) procedures specified in the Wold Bank's guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from eligible source countries as defined in the Procurement Guidelines. In addition, please refer to paragraphs. 1.6 and 1.7 setting froth the World Bank policy on conflict of interest.

5. Interested eligible bidders may obtain further information from Mekelle City Water Supply Service office; te_vid@yahoo.com and inspect the bidding documents during office hours from Monday to Friday 8:30 am to 1 2:30 pm Morning & 1:30 pm 5:30 pm afternoon at the address given below paragraph 10.

6. Qualifications requirements include: -

(a) Financial Capability

Financial Capability

The Bidder shall furnish documentary evidence that it meets the following financial requirement(s):

·Â Â Â Â Â Â Â Â Information of audited financial statement of the firm for the last three years.

·Â Â Â Â Â Â Â Â Average annual turnover for last three years at least equivalent to the price offered. (a) Experience and Technical Capacity

The Bidders shall furnish documentary evidence to demonstrate that it meets the following experience requirements(s):

* Bidder should have the experience on supplying at least one contract of similar sizes and nature in the last three years, supported with names of clients, value type of contracts. (b) The Bidder shall furnish documentary evidence to demonstrate that the Goods it offers meet the following usage requirement:

·Â Â Â Â Â Â Â Â The Bulk flow water meter meet the requirement for usages

·Â Â Â Â Â Â Â Â Maximum Admissible Pressure (MAP) shall be prove through the E.C. type examination certification in accordance to MID 2004/22/E.C.

·Â Â Â Â Â Â Â Â The Bulk flow water meter comply with the Nominal Pressure in bars indicated in the BOQ.

·Â Â Â Â Â Â Â Â Product ISO authorization shall be attached to the document in compliance to the technical specification.

7. A complete set of bidding document in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of ETB 200.00 (Two Hundred Birr) or in a convertible currency. The method of payment will be cash. The document will be sent by the representative of the bidder Local bidders are required to attach, with their application, a copy of their renewed trade license, VAT Certificate and Tax Identification Number Certificate.

8. Bids must be delivered to the address below on or before 31 October, 2017 at 10:00 A.M.Electronic bidding will not be permitted. Late bids will be rejected. Bids will be public opened in the presence of the bidder's designated representative and anyone who choose to attend at the address below on 31 October, 2017 at 10:30 A.M.

9. All bids must be accompanied by a “Bid Security” of Birr 100,000.00(One Hundred Thousand) ETB or an equivalent amount in a freely convertible currency.
