Submission of audited balance sheets and other financial statements as required in the BDS Clause 15.2(b), for the last years to demonstrate the current soundness of the Bidder's financial position and its prospective long term profitability

The Bidder must Submit three/3/ years audited financial report by an independent auditor for the last 3 consecutive years.

The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the following cash-flow requirement:

The bidder must submit an unconditional credit guarantee from known bank with an amount of 200,000,000ETB

Nationality in accordance with ITB Clause 4.2.

No conflict of interest as described in ITB Clause 6.

Having been submitted valid trade license or business organization registration certificate issued by the country of establishment in accordance with ITB Clause 4.6

Having been submitted VAT registration certificate issued by the tax authority (in case of contract value of Birr 100,000.00 and above) in accordance with ITB Clause 4.6.

Having been submitted valid tax clearance certificate issued by the tax authority (Domestic Bidders Only) in accordance with ITB Clause 4.6

Among the staff mentioned in Sub-Clause, Bidder must demonstrate that it will have the personnel for the key positions that meet the following requirements

At least staff currently work for the Bidder.

with minimum B.Sc./B.A. degree, ≥5 years project management experience, and PMP, security, and association level Certification (valid)

Bidder has to provide in the Bid Submission Sheet Form the Statement attesting the origin of the Goods and Related Services offered

Bidders must specify make/brand and model for items and subcomponents as required. Bidders must provide detailed model information, MAF and datasheets for all active and passive components. Failure to submit model information for all passive and active components as required, shall result in disqualification

Bidder has to submit Certificates of satisfactory execution of contracts provided by contracting parties to the contracts successfully completed in the period and budget as specified in the BDS Clause 16.3

At least three (3) successfully completed reference projects in Network distribution center or LAN/WLAN, or similar ICT integration projects in Ethiopia

each certificate should have a minimum monitory value of 50,000,000 ETB

Bidder has to submit Manufacturer Authorization Letter in accordance with ITB Clause 5.6

The bidder must provide Manufacturer Authorization Forms for all equipment.

Bidder has to submit Description of the organization of the warranty offered in accordance with the conditions laid down in GCC Clause 23

All offered hardware and software must include a minimum three (3) years warranty, support, and service (repair and replace).

All system parts and subcomponents must be original and not refurbished or nearing End-of-Life/End-of-Support.

The vendor proposed by the bidder for network and infrastructure solutions must be a leader in Gartner’s Magic Quadrant (2024/2025) for Enterprise Wired/Wireless LAN and Network distribution center switch.e 5.6

Standardized, state-of-the-art design, components, and installation practices are non-negotiable.

The proposed system must include all accessories, cabling, and civil works necessary for full functionality.

Bidders must conduct a site survey and submit detailed high-level design and implementation plans covering the full solution scope.

Submission of a comprehensive Project Management Plan including risk, quality, migration, change, and communication management.

Bidder responsible for generating and submitting all documentation for design, installation, commissioning, testing, and acceptance.
