Contract Title:- Procurement of Construction of Three Water Drilling and Pumping Tests inTigray Region at Selected Agricultural Research Center Alamata, Axum and Ilala ARCS Agricultural Research Center in Tigray region.

The Federal Democratic Republic of Ethiopia (FDRE) has received financing from the World Bank toward the cost of the Food System Resilience Program Research Component and intends to apply part of the proceeds toward payments under the Procurement of Small-Scale Irrigation (SSI) at Selected Research Center Ilala at Mekelle Agricultural Research Center Water Pumping, piping and Civil Work.

1. Tigray Agricultural Research Institute (TARI) now invites sealed bids from eligible a potential bidder for Smale Scale Irrigation and Civil works of SSI at Selected Research Center at Mekelle, Axum, Alamata ARC in Tigray Regional for The following Water Drilling and Pumping Test as summarized in the below.

2. The bidder shall furnish the following documents to fulfill the eligibility

a. Renewed Trade license for the Year 2017

b. TIN No, VAT Registration, and A valid tax clearance certificate issued by the tax authority. This documentation is required only for Locally Registered bidders.

c. Supply registered on PPPA

d. Letter of Authorized signature (Power of Attorney)

e. Commercial registrations

f. Bid security amounted State on News Paper

g. Certificate of registration and competence as category W.C 6 and above issued by Ministry of Construction and Urban Development or any concerning/Bureau/ any Body.

3. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers" (July 2016; revised November 2017; and July 2018; and November 2020 "Procurement Regulations"), which can be found at the following website: worldbank.org. The bid is open to all eligible bidders as defined in the procurement regulations.

4. Eligible and Interested bidders can buy the bidding documents from address below during working hours up on the submission of bid and the payment must in non- refundable free of ETB 500(Birr Five Hundred). The method of payment will be in a cash or to TARI account 1000539065266 with presentation of deposit slip in person and inspect the bidding document during office hours from 8:30AM to 12:30AM & 1:30PM to 5:30PM from Monday to Friday before closing date.

5. Interested eligible bidders may obtain further information from the Tigray Agricultural Research Institute (TARI), TARI Procurement Unit in the, Room No 09 Office hours from 8:30 AM to 12:30 AM & 1:30 PM to 5:30 PM

7. during office hours from 8:00AM to 12:00PM and 1:30PM to 5:00PM

8. Bids must be delivered in person to the address below on or before Sep 05, 2025, at 2:00 PM. Electronic and postal bidding will not be permitted. Late bids will be rejected.

Bids will be publicly opened in the presence of the bidders' or delegated representatives and anyone who want to attend at the address below on Sep 05, 2025 at 2:30 PM after noon.

9. All bids must be accompanied by a bid security ETB 190,000 (Birr one hundred ninety thousand), or an equivalent amount in a freely convertible currency in the form of CPO or Unconditional Bank grant the name of Tigray Agricultural Research Institute.

10. The bid is valid for 120 days and the bid security shall be valid for twenty-eight days (28) beyond the end of the validity period of the bid.

11. Finally, the client reserves the right to accept or reject the bid partially or totally.
