Subject: Purchase of Work (water pipe line Extension)

Daughters of Charity (DoC) Tigray coordinating Office has been implementing various programs in the Tigray region since 1973, focusing on expanding services to marginalized communities. Over the years, DOC has established three additional service bases: one Alitena (Irob District) in 1974, another in Mekelle in 1985, and a third in Maichew in 2005.

Currently, the Daughters of Charity - Tigray manages six key programs aimed at improving the lives of vulnerable populations. These programs are focused on: Education, School Feeding, Health & Nutrition, Protection, Livelihoods, and Humanitarian Support.

DOC's operations span across the Eastern, ntral, Southeastern, and Southern Zones of Tigray, including the Mekelle city administration.

The DoC has always prioritized the dignity and development of individuals through essential services, including Water, Sanitation, and Hygiene (WASH) initiatives. In response to the devastating impact of the conflict that began in November 2020, DoC developed a project aimed at supporting vulnerable communities in the war-affected tabias of Abergele district, funded by Caritas Germany.

The Daughters of Charity Tigray (DOC) has consistently prioritized human dignity and development. through crucial services, including Water, Sanitation, and Hygiene (WASH) programs. In response to the severe impact of the conflict that began in November 2020, DoC developed a project that focus on assisting vulnerable communities in war affected tabias of Abergele district funding from Caritas Germany.

The main goal of the project is to improve the health and well-being of conflict-affected populations by enhancing access to clean water and promoting hygiene practices. Specific objectives include:

  • Investigating available water resources
  • Constructing and expanding water supply systems
  • Rehabilitating non-functional water points

DOC is committed to maintaining safe and ethical procurement practices. The organization enforces a strict zero-tolerance policy against any form of misconduct, including theft, fraud, corruption, abuse of power or authority, sexual harassment (SH), sexual exploitation and abuse (SEA), and discrimination. In addition, DoC adheres to core humanitarian standards and safeguarding principles, ensuring that all selected suppliers comply with these values. DoC also enforces a strict child protection policy, prohibiting the employment of children under the age of 18 in labor.

The Daughter of Charity now seeks to engage Contractors for the water pipeline extension to support vulnerable communities in the war-affected Tabias of Abergele District. The scope of the work includes:

  1. Pipe line Excavation and supply
  2. Supply and Installation of HDP line 
  3. Construction of Roto Stand 
  4. Construction of water point 
  5. Supply and Installation of pipes and fittings

1. Therefore, any eligible bidders can take the bid document from Daughters of charity coordinating Office, Sub city of Adihaki, behind Adihaki Eye Clinic first floor (Procurement and Supply section) starting from 11/06/2025 up to 18/06/2025

2. The work should be completed within 45 consecutive days after Sight hand over.

Therefore, bidders must fulfill the following criteria:

Bid document can be obtained by eligible bidders upon no cost from the Daughters of Charity- Tigray coordinating office, 1th floor, sub city of Adihaki behind Adihaki eye clinic.

1. Bidders must provide renewed valid business licenses (for the year 2017E.C) for GC/BC, construction work.

2. Bidders must submit construction works certificate level 7 and above

3. Bidders must provide TIN number and VAT registration certificate.

4. Bidders must submit evidence of previous relevant work experience, including at least 3 completed construction projects.

5. Bidders must submit evidence for Professional of engineer (1), Graduate engineer(1) and Engineer aid II (1)

6. The bidders cannot alter, amend or withdraw offers after the Bid closing time.

7. Bidders should submit offers price as per the attached request for quotation.

8. Bidders should submit Bid security of 200,000 birr (Two hundred thousand birr) only in CPO, in the bid box or physically during the opening of bid.

9. Price validity is 45 days.

10. The contractor should complete and deliver the work within 60 Calendar days from the date of sight hand over

11. The type of contract will be Lump-sum payment.

12. The Contractor should Know that no advance payment is going to be provided

14. Agreement is going to be signed after submission of 10% unconditional bank guaranty of the total contract price. And the agreement will bind the contractor to provide completed work. If the work is not qualified, DOC will not provide any payments unless correction is taken place.

15. Bidders must submit separate sealed envelopes for the financial and technical bid documents to the Daughters of charity coordinating Office, Sub city of Adihaki, behind Adihaki Eye Clinic in the designated tender box, from 11/06/ 2025 to 18/06/2025.

16. Bidders must submit their offers based on the attached Bill of Quantity (BOQ).

17. The bid closing date is 18 /06/2025 at 8:30 local time

18. Late bids will be rejected. And Bids will be opened on 18/06/2025 at 9:00 local time, preferably in the presence of the bidders or their represent tives who choose to attend in person at the address mentioned above.

19. Electronic bidding shall not be permitted

20. The bidder selection criteria will be based on technical evaluation (Pass or Fail) and financial evaluation (100%), with priority given to the lowest price.

21. The Daughter of Charity Coordinating Office reserves the right to reject any or all bids, either partially or fully.

N.B Technical evaluation (in addition to the eligibility criteria the following are Mandatory to pass)
