1.The government of Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Second Ethiopian Urban Water Supply and Sanitation, and intends to apply part of the proceeds toward payments under the contract for CONSTRUCTION OF FECAL SLUDGE TREATMENT PLANT, ACCESS, ROADS, and DRAINAGE STRUCTURES WARE HOUSE AND SERVICE BUILDINGS.

2. Tigray Water and Energy Bureau now invite sealed bids from eligible bidders for CONSTRUCTION OF FECAL SLUDGE TREATMENT PLANT, ACCESS, ROADS, and DRAINAGE STRUCTURES WARE HOUSE AND SERVICE BUILDINGS, location Adigrat Town, construction period 12 Months, and no margin of preference is applicable.

3. Bidding will be conducted through the national Competitive Bidding procedures as specified in the World Bank's Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers published on 2011 and Revised July 2014 ("Procurement Guidelines"), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank's policy on conflict of interest.

4. Interested eligible bidders may obtain further information from Tigray Water and Energy Bureau, Mr. Samson Berhane, Phone Number: +251989847701, email: sbgirmity@gmail.com and inspect the bidding documents during office hours from Monday-Friday 8:00-12:30 A.M and 2:00-5:30 PM at Water Supply Directorate, One WaSH procurement Section office Number 111 first floor New Building.

5. A complete set of bidding documents in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 4000.00 Ethiopian Birr. The method of payment will be in cash. The document will be sent in person.

6. Bids must be delivered to the address below on or before 3 June 2025 @ 9:00 A.M. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders' designated representatives and anyone who choose to attend at the address below on 3 June 2025 at 9:15 A.M.

7.All bids must be accompanied by a Bid Security of 3,000,000.00 Ethiopian Birr in the form of Unconditional Bank Guarantee or CPO.
