Assignment Title: Consultancy Service for Design Review, Construction Supervision, and Contract Administration of Fecal Sludge Treatment Plant for Adigart Town

The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Second Urban Water Supply and Sanitation Project (SUWSSP) and Tigray Water and Energy Bureau intends to apply part of the proceeds for consulting services. The consulting service (hereinafter referred to as "the service") includes Construction Supervision, Contract Management, Operation and Maintenance and Capacity Building for the construction of fecal sludge treatment plant of Adigrat Town.
OBJECTIVE OF THE ASSIGNMENT
The objective of the consulting service is to ensure that Adigrat Town Fecal Sludge and Treatment plant units are satisfactorily designed, constructed and operated in accordance with the requirements and specifications provided in the specification to be signed and executed between the Tigray Water and Energy Bureau and the FSTP Contractor (herein after referred to as "Contractor") and delivered to the designated locations according to the agreed time schedule.
Scope of the Work
The scope of the consultancy services includes, but is not limited to, the following:
- Provide consultancy service for construction supervision and contract administration of the FSTP.
- Provide consultancy service for the management of the operation and maintenance during the defects liability period
- Provide training and capacity building on construction supervision, contract, and project management, operation, and maintenance related tasks during the project course.
- Design review, Contract Administration, Supervision during Construction, and Operation/Maintenance service and engage in supervision and inspection during and after treatment plant construction activities
- Review of construction plans. Approval of designs and schemes; Coordination of contractor activities.
- Assistance for Technology Transfer to be implemented by the Contractor that include, and involves providing support in the technology transfer aspect of the project to be provided by the contractor.
- An outlined list of tasks in line with the consulting services components stated above is included in the Terms of Reference.
- The total duration of the service is total 15 months including Defects Liability Period (DLP).
Tigray Water and Energy Bureau now invite competent and eligible consulting firms ("Consultants') to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are Core business and years in the business; qualification and experience in the field of assignment(in fecal sludge or wastewater treatment plants study, design and/or construction supervision); organizational, managerial, and technical capabilities ofthe firm; and general qualification and number of staff but not individual experts' bio data.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD (International Bank for Reconstruction and Development) Loans and IDA Credits & Grants by World Bank Borrowers, issued January 2011. Revised July 2014 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications, but the Consultants should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture Shall be jointly and severally liable for the entire contract, if selected.
A consultant will be selected in accordance with the quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
