The Federal Democratic Republic of Ethiopia has received financing from the World Bank for the cost of the Urban Productive Safety Net and Job Project (UPSNJP) and intends to apply part of the proceeds for consulting services.
The Federal Democratic Republic of Ethiopia (FDRE) has received financing from the World Bank for the cost of the Urban Productive Safety Net and Job Project (UPSNJP) and intends to apply part of the proceeds for consulting services.
The Consulting Service (The Services) is to address urban youth unemployment challenges by creating permanent jobs for 2000 youth by providing start-up grants and soft skill training for disadvantaged youth in Meklle. The implementer for Bikat is the Federal Ministry of Labor and Skills (MoLS) and its regional structure. MoLS will manage the Bikat program in collaboration with other government organizations, private sector representative bodies, and the World Bank:
The Specialists among others will have the following duties and responsibilities:
- · Harmonize standards, procedures, and guidelines which are prepared at the national level to guide the promotion, registration, and selection of beneficiaries including the delivery of the operational manual.
- · Review and customize operational documents that will guide implementing organizations' stakeholders and partners during the implementation
- · Ensure the participation of all concerned stockholders in the planning of managerial, operational, and communication activities
- · Prepare quality and timely annual, semiannual, and quarter plans and reports in both Amharic and English
- · Develop data-collecting plans and mechanisms regarding potential beneficiaries of the program which will be encoded into the management information system.
- · Establish a technical working group at the city level with members drawn from all concerned stakeholders
- · Review, customize, and translate to the local language the available communication strategies and tools
- · Prepare and review TORS and inception reports when required
- · Ensure the communication campaign addresses the target beneficiaries
- · Ensure all promotional and communication materials are distributed in the right place and time to address potential beneficiaries.
- · Ensure that proper support is provided for the youth after the grant
- · the appropriate youth are registered, selected, trained, and shortlisted as per the criteria
- · Ensure that the implementation is going as per the intended plan and schedule
- · Provide awareness-raising training and orientation for implementers, stockholders, and private sector representatives
- · Identify expected challenges and risks of the implementation and take corrective actions to avoid the risk
- · Monitor the implementation on a regular basis and conduct periodic evaluations.
- · Work closely with implementing organizations, stakeholders, service providers, and private sector representatives for the effective implementation of the project
- · Conduct monthly monitoring of youth who are starting their own business and report the findings to cities and MoLS on a regular base
- · Facilitate monthly peer meetings among youth to create a strong network among them to share ideas and information which is helpful during establishing and running the business
- · Collect, organize and interpret all information regarding the beneficiaries of this project
- · Ensure the life skill, psychosocial, and entrepreneurship skill training are provided as per the standard
- · Liaise and coordinate between different government agencies, the private sector, and the World Bank to ensure effective implementation of the overall plan of the project.
- · Create strong coordination and collaboration between implementing city, Mol.S, Federal and regional PCUs, and the World Bank.
- · Create strong coordination with youth lead and youth focus organizations as well as other community organizations for the effective implementation of the project.
- · Conduct evaluation meetings every week along with the sub-city and Woreda representatives to ensure that the youth are on track according to their business plan.
- · Liaise and coordinate the overall activity of the project between the city, sub-city, and the Woreda
- · Perform other duties given by the implementing cities as required.
Required Qualifications:
- · Advanced University Degree (Master's degree or BA degree) in one of the following disciplines: international relations, Sociology, business administration. public administration, management, business, entrepreneurship, or a related field.
- · Minimum of 4 years for masters (or 6 years for bachelors) of progressively responsible experience in Employment, and management of projects of similar scope and requirements, preferably World Bank or other international donor-funded programs.
- · Previous experience in similar positions with a strong reputation for developing excellent collaborative working relationships with Government bodies
- · Previous experience with job creation projects preferred.
- · Solid organizational skills including attention to detail
- · Basic understanding of Ethiopia's economic and labor market policies.
- · A proven track record of leadership and management in multicultural settings, including coordination of interdisciplinary teams is required.
- · Excellent oral and written communication skills and a strong set of personal values.
- · Excellent knowledge of English and Amharic. Additional languages are an advantage.
Duration of the Assignment: One year with the possibility of extension upon satisfactory performance of the specialist;
Tigray Regional State T.V.E.T and Job Creation Bureau now invite eligible individual consultants/Specialists to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are Qualification and Experience as a specialist in the areas and specifically in World Bank-financed project and their capability on the basis of academic background, general and relevant experience, and knowledge of local conditions.
The attention of interested Consultants is drawn to Section V para 5.1 to 5.6 of The World Bank Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 and revised July 2014 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.
A Consultant will be selected in accordance with the individual consultant selection method set out in the Consultant Guidelines.
Remunerations: will be as per the Ministry of Finance the channel one salary scale.
