Consultancy Services for the Development of Training Materials Youth Business Innovation Network (4YBIN) invites qualified and cligible consultants to submit proposals for the development of training Modules including(Module 1). Humanitarian - Development -Peace (HDP) Nexus, (Module 2) Strategic Management of Humanitarian Action (SMOHA), (Module 3). Public Health and Sexual and Gender Based Violence (PH & SGBV), (Module 4). Humanitarian Needs Assessment and Analysis, and (Module 5). Strategic Management of Humanitarian Action(SMOHA), under the terms and conditions outlined in the attached Technical Specifications (Terms of Reference). This procurement shall be conducted in accordance with 4YBIN's procurement policy and procedures and the applicable procurement requirements of the funding partners.
Contract Value
Maximum Contract Value: 300,000.00 ETB (inclusive of all applicable taxes) for the five proposed training certificates.
Payment Rate per Module: The maximum rate is 60,000.00 ETB per a single Standard Module including detailed content, practical exercises, facilitator guidance, participant materials and assessment tools,
The successful bidder shall provide a Performance Bank Guarantee equivalent to 5% of the total contract value awarded,prior to contract signing,
Submission Requirements
Interested consultants are invited to submit the following documents: Technical Proposal and
Financial Proposal
Copy of valid business registration and relevant professional license, Tax Identification Number (TIN) certificate., VAT declaration of the month of June 2026.
Deadline for Submission: 25 August 2026. 5:00 PM in the afternoon.
Proposals shall be submitted in a sealed hard copy to: Center for Humanitarian Studies (CHS-T), Mekelle University, CBE, Kasahun Building

4YBIN/CHS-T reserves the right to accept or reject any proposal, request clarification, negotiate with the preferred firm, cancel or modify the procurement process where necessary, and select the proposal offering the best combination of technical quality, professional experience, independence, compliance, and value for money (70% Technical & 30% financial proposal)
