1. The Federal Democratic Republic of Ethiopia has to apply for financing from the World Bank toward the cost of the Response- Recovery- Resilience for Conflict affected Communities in Ethiopia project and intends to apply part of the proceeds toward payments under the contract for the Procurement of Combined School Desks for Tigray and Computer Desks for selected Schools in Tigray and Amhara Regions.

"For this contract, the Borrower shall process the payments by the project office under the Ministry of Finance.

2. The Ministry of Finance (MoF), Response- Recovery- Resilience for Conflict affected. Communities in Ethiopia project coordination office now invites sealed Bids from eligible Bidders for the supply of Procurement of Combined School Desks for Tigray and Computer Desks for selected woredas in Tigray and Amhara Regions under Education Sector,

3. Bidding will be conducted through National competitive procurement (NCB) using a Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers" July 2016 and latest Revision February 2025, ("Procurement Regulations") and Is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from Ministry of Finance (MoF), Response- Recovery- Resilience for Conflict-affected Communities in Ethiopia project, Ato Bantayehu or Ato Andinet/Ato Henok and inspect the bidding document during office hours 8:30 am-5:00 pm or (Ethiopian Local Time 2:30- 11:00) at the address given below.

5. The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable Ethiopian Birr 700.00 (Seven Hundred Birr. The method of payment will be in Cash, The official scan bidding document will be sent in PDF format for all interested bidders through their respective email address, Please Note: - The bidders first effect payment in procurement and finance. Executive office MOF 3rd floor & come up with receipt to 3R-4-CACE Project coordination office Infront of Budling -5 or near to Budget Department for registration and collection of scan Bidding documents in PDF through Email.

6. Bids must be delivered to the address below (No 9), on 23rd June 2026 on or before 2:00 P.M. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend at the address below Ministry of Finance-3R-4-CACE Project office at 2:30 PM on 23rd June 2026.

7.All Bids must be accompanied by a Bid Security Ethiopian Birr

  • For Lot-1 Ethiopian Birr 1,300,000.00 (One Million Three Hundred Thousand Birr)
  • For Lot-2 Ethiopian Birr 200,000.00(Two Hundred Thousand Birr) in CPO or Bank

Guarantee in the name of Ministry of Finance (MoF)-Response-Recovery-Resilience for Conflict Affected Communities in Ethiopia Project. The bid security shall be valid for 148 days beyond the end of the validity period of the bid.

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder's beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
