REQUEST FOR PROPOSAL (RFP) FOR SUBSTRUCTURE CONSTRUCTION SUPERVISION CONSULTANCY SERVICES

The Electric, Spare and Stationary Associations Cluster (ESSAC) invites eligible and qualified Level I Consulting firms to submit proposals for the provision of Substructure Construction Supervision Consultancy Services for the 2B+G+15 Commercial Building.

The consultancy service includes the supervision of substructure works, including but not limited to foundation construction, basement works, structural elements, and associated quality assurance and control activities.

1. Client: Electric, Spare and Stationary Associations Cluster

2. Project Name: 2B+G+ 15 Commercial Building

3. Scope of Services: Provision of professional supervision services for all substructure works in accordance with the approved design, specifications, and contract requirements.

4. Procurement Method: Quality and Cost Based Selection (QCBS)

5. Eligibility Requirements: Interested Level I Consulting firms must meet the eligibility and qualification criteria specified in the Request for Proposal (RFP) document.

6. Availability of RFP Document: The RFP document can be obtained from Momona Building, Eighth Floor, Room No. 806, Mekelle during working hours starting from April 4, 2026 G.C. upon payment of a non-refundable fee of ETB 2,000.00 (Two thousand), deposited into the Client account indicated below. The method of payment shall be through bank deposit to:

7. Submission of Proposals: Detailed instructions on the preparation and submission of proposals are provided in the RFP document.

10. Additional Information: The Client reserves the right to accept or reject any or all proposals and to annul the selection process at any time without incurring any liability to the participating firms.
