Invitation for Open Bid

Tigray Development Association (TDA) hereby invites eligible and qualified Suppliers for Integrated ERP System implementation. Bidder those meet the following minimum eligible criteria are invited to participate.

1. Eligibility Requirements

Bidders shali meet the following minimum eligibility criteria:

. Valid & renewable related license of 2018 E.C

. TIN Certificate

. April 2026 Vat declaration

2. Bid Security

. Bidders shall furnish a bid security of ETB200,000.00 (Two hundred Thousand Birr).

. The bid security shall be submitted in the form of CPO only, issued by a bank authorized by the National Bank of Ethiopia.

. The bid security shall remain valid for thirty (30) calend days from the date of bid opening.

3. Tender Document Purchase

. Tender documents are to be obtained from TDA Head Office (Mekelle), Office No. 435; or TDA Addis Ababa Branch office Hidmona Tower 7th floor Room No. 12, upon payment of a non-refundable fee of ETB 500.00 (Five hundred Birr).

. Sale period: June 1, 2026, to June 17, 2026, during regular working hours.

4. Bid Submission

. Bids shall be submitted in one (1) technical and (2) Financial (Original & Copy) Separately.

. The CPO shall be enclosed in a separate sealed envelope.

. All documents shall be sealed in one outer envelope, clearly marked, duly signed, and stamped.

. Bids must be submitted to the tender box at the TDA Head Office on or before June 17, 2026, at 2:30 PM (8:30 local time).

8. Bid Opening

. Bids shall be opened on June 17, 2026, at 3:00 PM (9:00 local time)

. Venue: TDA Assembly Hall

. Bidders or their legally authorized representatives may attend.

9. Employer's Right

TDA reserves the right to accept or reject the bid, wholly or partially, as deemed appropriate, in accordance with applicable procurement rules.
